- Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic,Charleston, SC intends to award a sole source contract to Thales Nederland B.V., Hengelo, OV; for the purchase of one Link-Y tactical data link workstation. The system will be used for the exchange of tactical data between a maximum of 31 Participating Units (PUs) for tactical picture compilation and tactical coordination purposes. Messages to other Participating Units are formatted as single-tone phase-shift-keyed (PSK) signals and transmitted by the External Communication System (ECS) using HF or UHF radio equipment. The Link Y tactical data link workstation will be used for the exchange of tactical data between PUs, e.g. ships, helicopters, Maritime Patrol Aircraft (MPA), and land-based sites for the following functional areas: Tactical picture compilation Air, surface, and subsurface tracks Reference positions Electronic Counter Measures (ECM) and Electronic Warfare Support Measures (ESM) data Track management Information difference reports Change data orders Track alerts Drop track reporting Data update requests Controlling unit reports Tactical coordination Weapon engagement and tactical orders including free format text messages Proceed to point/Conduct procedure orders Status reporting Weapon and Engagement status. The primary functional requirements of the Link Y tactical data link workstation are: Time-slotted network with bit rates up to 4800 bps Rugged data coding for use on UHF and long-range HF radio links Automatic and dynamic slot allocation, resulting in a flexible and easy-to-operate data net with up to 31 actively Participating Units (PU) and practically unlimited passively PUs Automatic link assignment and exchange of reporting responsibility for air and surface tracks Encryption module for secure transmission of data incorporated in the Link Y Mk2 terminal Relay mode enabling the use of HF and UHF in a single network when using two radio transceiver sets in parallel. Thales Nederland B.V. holds proprietary rights to the software and encryption required for interoperability with customer's existing fleet of Participating Units. The Link Y tactical data link workstation must utilize the Thales Link-Y Mk2 terminal in Air Transport Rack (ATR). The Thales Link-Y Mk2 terminal has already been purchased by a third party via a separate contract. A Commercial, Firm-Fixed-Price type contract issued under the Test Procedures of FAR Part 13.5 is anticipated. The applicable North American Industry Classification (NAICS) Code is 334511 and the size standard is 750 employees. This notice is not a request for competitive proposals.
