- SUBJECT: Network Centric Warfare Services REF NO.: F1S0AW0026B001 DUE: 9 June 2010 POC: Timothy Palen, 661-277-8470 DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole-source, Indefinite Delivery/Indefinite Quantity (ID/IQ), cost plus fixed fee contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 15, Contracting by Negotiation, to the Boeing Company. This acquisition is restricted. The NAICS code is 541330. The AFFTC has a requirement to provide the 412 Test Wing (TW) access to Boeing Airborne Warning and Control System (AWACS) Block 30/35 and 40/45 high fidelity Hardware in the Loop Aircraft Simulators, F-15 and F-18 High Fidelity Labs (HFL), J-UCAV, F-22, Apache, DDX surface vehicles, B-2, and B-52 simulators integrated into a common Network Centric Warfare (NCW) simulated environment. The government reserves the right to request utilization of new simulators as they become available. These assets coupled with Air Force Flight Test Center (AFFTC) assets such as the F-16 Integration Facility for Avionic Systems Testing (IFAST) will be used to support NCW interoperability testing for airborne systems under test as well as interoperability exercises such as the Joint Expeditionary Force Experiment (JEFX). The Boeing Company will provide Tactical Data Link (TDL) and relevant simulator status data real-time to AFFTC assets. These simulators will be tasked to participate in defined test scenarios to support AFFTC testing. In these test scenarios, these simulators will be programmed to send and receive TDL data link messages per the scenario. Data will be recorded to analyze message traffic between all systems within the network of systems (both live and virtual) participating in the test. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is September 23, 2009. Responses must be received no later than (NLT) 2:00 p.m., Pacific Standard Time, 15 days from NOCA issuance. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
