Description
The Federal Aviation Administration (FAA) has a requirement for the continuation of licensing and maintenance support service of HP/Mercury software. The anticipated Firm-Fixed Price Contract has a period of three (3) years, a base year with two (2) one-year option periods. The FAA, Air Traffic Organization, Facilities/Technical Operations, is conducting a Market Survey to determine interest in providing the above service. The Software is located at the William J Hughes Technical Center, Atlantic City International Airport, NJ and thus, all service will be performed at the location, via technical support. The Contractor must be an HP Authorized Services Management Partner (ASMP-S) that provides service from 9 a.m. to 5 p.m. (8 hours a day), Monday through Friday (5 days a week), excluding Federal holidays. At the time of call-in, if an issue/s is not resolved, the support center must provide call back within two hours of the initial call. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 423430, Computer and Computer Peripheral Equipment and Software Merchant Wholesalers, with a small business size standard of 100 employees. All responses (one per company) are to be provided on company letterhead and limited to a total of 15 typewritten pages. No type font less than 11 point may be used. PURPOSE:This market survey is to provide information for the FAA to consider in choosing the method and type of procurement competition. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. In order to make this determination the FAA requires the following information from interested vendors: CAPABILITY STATEMENT: All responders must provide a statement that addresses the following: a.Proof of HP Authorized Services Management Partner (ASMP-S)documentation with a customer support center. b.The ability to conduct maintenance service from 9 a.m. to 5 p.m. (8 hours a day), Monday through Friday (5 days a week),excluding Federal holidays. c.The ability to call back within two hours of initial call if an issue/s is not resolved. This market survey is for informational purposes only and shall not be construed as a commitment or a promise to contract by the Government.
