Description
This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.3, as supplemented with additional information included in this notice. Solicitation # 40181AR024 is being issued as a Request for Proposal (RFP) utilizing Contracting by Negotation per FAR 15. A Firm Fixed Priced Blanket Purchase Agreement (BPA) with Performance Based Services will be issued. The BPA Period of Performance shall have one base-year plus four option-year periods based on the availability of funds. It is understood and agreed that this BPA obligates the government only to the extent that authorized calls are actually made against it and then only when delivery against such calls has been completed. Since this is an agreement, either party may choose to terminate this agreement provided a 30-day notification is given. If your company is selected to establish a BPA, additional information will be forwarded upon agreement execution. This information will include how calls are placed, as well as a list of individuals who are authorized to place calls for this proposed agreement. Your price list must include all items to be covered under the BPA. If at any time during the Period of Performance there is a price change, a new price list must be submitted to and approved by the Contracting Officer. The Contracting Officer must be given 30 days to review and approve new price lists. During the review period, previous price list must remain in force. This procurement is for care and housing of wildlife animals seized at the Port of Miami. Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, permits, and installation (if applicable) necessary for successful performance. *Special qualifications and restrictions apply. Please see solicitation for details. No equipment or supplies will be furnished by the government. An award shall be made to the offeror that submits a proposal representing the BEST VALUE to the Government. All supporting documents should be sent to bryan_hagood@fws.gov in either Microsoft Word or Adobe Acrobat (PDF) format. The Job is located at the Division of Law Enforcement; 10426 NW 31st Terrace; Miami, FL 33172. This is a being solicited on an unrestricted basis. NAICS Code: 812910, Size Standard: n/a. A firm fixed price commercial order will be issued. The Fish and Wildlife Service is presently using Electronic Commerce (EC) to issue Request for Quotations and Purchase Orders. You must register in EC at web site http://www.ccr.gov. If you have any registration questions, please call 1-888-227-2423. Prior to registering each company must obtain a Dun and Bradstreet Number. You may obtain this number free of charge at 1(866)705-5711. Once you are registered you will be able to view solicitations on line at either http://www.fedbizopps.gov or http://ideasec.nbc.gov (the Department of Interior site). However, you will be able to view the solicitation without registering at www.fbo.gov. For questions at Interior's site, please call the help desk at (703)390-6633. This will be your only means of obtaining the solicitation/award. All contractors with access to the internet and an e-mail address can receive electronic notifications of award. CAUTION: This solicitation has been issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for proposal receipts may render your offer non-responsive and result in the rejection of same. All prospective contractors are required to submit or upload their organizations representation and certifications at https://orca.bpn.gov prior to submitting your offer, failure to do so will render your offer non-responsive.
