- Justification for Other than Full and Open Competition - NY Justification for Other than Full and Open Competition - PA Justification for Other than Full and Open Competition - OH Justification for Other than Full and Open Competition - IN Justification for Other than Full and Open Competition - IL Justification for Other than Full and Open Competition - MI Justification for Other than Full and Open Competition - WI Justification for Other than Full and Open Competition - MN This publication serves as a notice of intent to procure, on a sole-source basis, with the States of Minnesota, Illinois, Indiana, Michigan, New York, Ohio, Pennsylvania, and Wisconsin. Eight separate contracts will be awarded for the same services with each State. The intended acquisitions are for NOAA's National Ocean Service (NOS), Office of Response and Restoration (OR&R), Assessment and Restoration Division (ARD). ARD has an on-going need to support the " The Great Lakes Restoration Initiative", being lead by EPA in collaboration with its federal partners on the Great Lakes Interagency Task Force, which includes the Department of Commerce as represented by NOAA. The Initiative provides funds for programs and projects strategically chosen to target the most significant problems in the Great Lakes ecosystem and to demonstrate measurable results. In support of the Initiative, ARD will expand NOAA's Great Lakes Environmental Watershed database and needs to obtain the State-generated environmental contaminant-related data. That data needs to be converted into a format by NOAA so that NOAA can enter the data into NOAA's Manager Query database. The information obtained from the State will allow NOAA to update and expand the Great Lakes Environmental Watershed database. These contracts will assist NOAA in resolving technical issues that may arise during the conversion of the data into the database. All interested parties that have the capabilities to perform this work must respond to this announcement by June 28, 2010. Responses must include documentation indicating the contractor's capability to provide the required States' generated data and data conversion capabilities, contractor's capability to provide and interpret the data, and knowledge and experience in the environmental contaminant field. Documentation shall include the contractor's name, contact information, applicable contract numbers, points of contact and phone numbers, and a description of previously work similar to the required work herein, under previous contracts. Any response that does not include this information will not be considered. The Government will evaluate each response to determine if the contractor has the experience, knowledge and capability to provide the required information and data conversion capabilities. No solicitation is available at this time. All contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov/. In addition, completion of the online representation and certifications application (ORCA) is required. The applicable NAICS is 541519 with a small business size standard of $25.0 M.
