- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR TACTICAL TARGETING NETWORK TECHNOLOGY DEVELOPMENT (TTNTD). This is an announcement that The Air Force Research Laboratory, Rome Research Site (AFRL Rome) intends to award a Sole Source contract to Rockwell Collins Inc. for the procurement of research, development, and system support for Tactical Targeting Network Technology (TTNT) and related technologies, such as Quint Network Technology (QNT), to support information exchange to and between forward, Tactical Edge users. This effort will include but not be limited to: Development of a Joint Tactical Radio System (JTRS) version of the TTNT waveform compliant with the Software Communications Architecture (SCA), National Security Agency (NSA) Unified Infosec Criteria (UIC) compliance, TTNT Waveform enhancement, modification and maintenance, Development of hardware technologies, Development of advanced transmission modes, Development of TTNT directional networking technologies, Building TTNT and QNT terminals for test, development and demonstrations with initial deliveries between eight and twelve months, to be specified in individual orders, Support of flight-tests and demonstrations, and TTNT/QNT Terminal maintenance and support. Anticipated deliverables may include software, hardware, requirements and technical design documentation. A Cost-Plus-Fixed-Fee, Indefinite Delivery, Indefinite Quantity type contract with a 60 month ordering period is planned. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals and no solicitation is available. However, the Government will consider responses from all responsible sources. Vendors who are capable of providing the services stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above. Responses are due not later than 3:00 PM, Eastern Standard Time, on the fifteenth day after publication of this synopsis and shall be sent electronically to the Contracting Officer Douglas J. Rosenthal, via email at Douglas.Rosenthal@rl.af.mil and the Contract Specialist, Karl L. VanDenTop at Karl.Vandentop@rl.af.mil. Responses received after 15 days will be considered non-responsive to the synopsis and will not be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
