Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.The Naval Surface Warfare Center Crane intends to enter into a firm-fixed price contract with Alloy Surfaces Company Inc., 121 North Commerce Drive, Aston, PA 19014. The contract will procure MJU-64/B 'Super Cool' decoys. The 'Super Cool' special material is proprietary to Alloy Surfaces. Procurement under the contract will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1. The basis for restricting competition is the proprietary nature of the technical data related to form, fit, and function with existing systems. Duplicative costs and time that would be required to reverse engineer the system is prohibitive. The solicitation will not be posted to the www due to the proprietary nature. Alpha contracting procedures will be utilized and a formal solicitation will not be issued. All responsible sources may inquire into the specific terms and conditions included in the contract; such inquiries will be considered by this agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
