Description
NOTE: SEE INFORMATION ADDED TO DESCRIPTION RESTRICTING COMPETITION TO SBAs REGION IX. The 56th Contracting Squadron, Luke Air Force Base, AZ intends to issue a Request for Proposal (RFP) for acquisition of a Interior/Exterior Finishes IDIQ contract at Luke AFB, AZ 85309. Specific maintenance tasks consist of remove and replace flooring materials and cove base in Building. Flooring materials will not be removed and replaced throughout entire buildings and abatement is only required in certain areas; therefore, floor plans specifying work areas are attached. If the work area is NOT clear of asbestos containing materials - abatement is required. The contractor shall abate VCT, and rubber cove base. The contractor shall install Tile, grout, and rubber cove base. The contractor shall be responsible for furnishing all parts, labor, tools, materials, facilities, and transportation necessary to correctly complete this installation job. The contractor shall be responsible for moving all furniture (desks, tables, chairs, etc.) The user shall be responsible for moving all electronic equipment (computers, copiers, fax machines, etc.). Transition strips will be installed at all dissimilar flooring material. Other maintenance tasks consist of prep, prime and paint exterior surfaces as the requirement. Prep work shall consist of power washing and miscellaneous wire brushing. All areas to be painted shall be pressure washed prior to being painted. Miscellaneous wire brushing shall be required, as needed, on chipped, flaked or cracked existing painted surfaces to ensure a smooth, seamless surface prior to painting. Exterior surfaces include, but are not limited to, exterior walls, footings, hangar doors, conduits, power panels, piping, flashing, gutters, downspouts, HVAC units and all related features. The contractor shall be responsible for providing protection of all government property relating to this contract. The magnitude of this project, expressed in dollars, is estimated between $1M and $5M for a base year and four option years. The North American Industry Classification System (NAICS) number for this effort is 238330. It is anticipated that a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded. The Government intends to issue a single solicitation and make a single award to one offeror. The Government is soliciting for the award of a Firm-Fixed Price IDIQ contract with a base year and four (4) option year periods. The solicitation will be issued on or about 10 April 2010 with a 30 day proposal period. This acquisition will be a competitive 8(a) reserved ONLY for 8(a) certified ARIZONA contractors. The source selection will be conducted utilizing Performance Price Tradeoff (PPT) techniques in accordance with AFFARS 5315.101-1. In using the best value approach, the Government seeks to award to an offeror who gives the Air Force the greatest confidence that it will meet the requirements affordably. All responsible sources may submit a proposal, which shall be considered by the agency. The solicitation and all subsequent notices and amendments will be posted on the Internet at http://fedbizops.gov. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
