- Description
- This solicitation will be for a firm fixed priced (FFP), indefinite-delivery, indefinite-quantity (IDIQ), Simplified Acquisition of Base Engineer Requirements (SABER) contract for the acquisition of multi-disciplined construction projects at Mountain Home AFB, ID. Competition will be limited to eligible 8(a) firms located within the state of Idaho, and 8(a) participants in good standing serviced by a SBA office outside of this state, but having a bona fide branch office within the geographical boundaries of Idaho. A bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or temporary construction sites. All other 8(a) participants are deemed ineligible to submit offers. This acquisition is being synopsized under North Atlantic International Commerce System (NAICS) Code 236220. The small business size standard is $33,500,000.00. Individual jobs will vary in size ($2,000 - $750,000) with a majority expected to be small to medium size ($30,000 - $400,000). The jobs will include, but are not limited to, tasks in a variety of trades such as carpentry, road repair, roofing, excavation, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, welding, HVAC, asbestos removal, etc. The basic contract period will be twelve (12) months, with four (4) twelve-month options, which may be awarded at the option of the Government. The guaranteed minimum dollar amount for the term of the contract is $200,000.00. The maximum dollar value is $20,000,000 for the term of the contract. The Government will select the best overall offer based upon an integrated assessment of past performance and price of technically acceptable proposals, with past performance being significantly more important than price. The solicitation will be issued via Federal Business Opportunities at http://fedbizopps.gov. No paper copies of the solicitation, specifications, or plans will be issued from this office. Telephone requests will not be accepted. Prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. The CCR site is http://www.ccr.gov. There will be no preannouncement of when the solicitation will be available; however, the issuance date for this solicitation is anticipated to be on or about 15 June 2010 with a closing date 30 days after issuance.
