- Solicitation Number: Modified BBU-63/B Bomb Ejection Impulse Cartridges Notice Type: Pre-solicitation Notice J&A Statutory Authority: FAR 6.302-1 - Only one responsible source (except brand name) Contract Award Date: N/A Contract Award Number: FA9422-10-C-0002 Synopsis: The United States Air Force Nuclear Weapons Center (AFNWC) in coordination with the United States Air Force 498 Nuclear System Group intends to issue a contract, FA9422-10-C-0002, to acquire Modified BBU-63/B Bomb Ejection Impulse Cartridges. This contract will provide technical and analytical expertise to produce Modified BBU-63/B Bomb Ejection Impulse Cartridges for BRU-44B/A Ejection Rack testing. Based on the Ogden Air Logistics Center AMC/AMSC Screening Analysis Worksheet Report, the only approved source of supply listed is, Scot Inc. AFNWC/PKE and the 498 NSG program office concluded that only Scot Inc. possesses the manning, capability, and experience necessary to effectively provide 498 NSG with proper modification of the BBU-63/B cartridges. Scot, Inc. is also the manufacturer of the BBU-63/B cartridges in current Air Force inventory. AFNWC/PKE intends to award a contract on a sole source basis under the authority of Federal Acquisition Regulation (FAR) 6.302-1 (a) (2) (ii) to Scot Inc. The FAR states that supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. While this notice of intent is for information purposes only, and is not a request for competitive proposals, interested parties may identify their interest and technical capability, and submit information which shall be considered by the agency. Capabilities information, which shall not exceed 10-pages in length, may be emailed to: Richard.Mijokovich@kirtland.af.mil. Responses from small, disadvantaged business firms are highly encouraged. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Justification and Approval document for sole source award will follow shortly. The Government will not recognize any cost associated with submission of information in response to this or previous notices.
