Description
The National Assessment Governing Board is preparing to set cut scores on the Grade 12 Reading and Mathematics 2009 National Assessment of Educational Progress (NAEP) to represent student preparedness for placement in a college course that counts as credit toward fulfilling general education requirements. There will be one standard setting study to set a preparedness cut score for the reading NAEP, and another study to set a preparedness cut score for the mathematics NAEP. The Governing Board will issue a Request for Proposals under full and open competition in late July, 2010. Proposals will be due around August 23, 2010. The period of performance is anticipated to be approximately 12 months. The Governing Board has used a modification of the bookmark standard setting method for setting achievement levels for NAEP in recent years and expects to implement a bookmark-based methodology for these preparedness studies. A design document is being developed to describe the procedures to be implemented for these two studies, which are part of the larger set of judgmental standard setting studies to be implemented in the Governing Board's 12th grade preparedness research program. The final design document will describe the study design to be implemented for the procurement, and it will be a part of the RFP when it is issued. The basis for contract award is that all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. All responsible sources are encouraged to respond to the solicitation. The Request for Proposal will appear on the NAGB website http://www.nagb.org when it is posted on Fedbizopps. All timely responses received shall be considered by the Governing Board. A cost reimbursement type contract is contemplated because of the uncertain costs surrounding this innovative research. Previous standard setting work on behalf of the Governing Board has been for setting achievement levels for grades 4, 8, and 12; this is the initial effort to set a preparedness cut score for higher education.
