Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with JDS Uniphase Corp., of Germantown, MD, for one1319 nm single frequency, narrow linewidth, high power laser source. ***The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for a laser source that can provide at least 300 mW of single frequency light at 1319 nm to serve as one of the clock lasers in their ultra-high performance optical ytterbium clock which can only be provided by JDS Uniphase Corp. (JDSU). JDSU is the only vendor that is able to provide a laser source that will meet the required technical specifications: 1) Wavelength: 1319 nm, single frequency cw; 2) Spatial mode: TEM00, free space output; 3) PZT response > 30 kHz; 4) Tuning range: > 30 GHz; 5) Power: > 300 mW; 6) Laser linewidth: < 5 kHz in 1 ms, (narrower is better); 7) Amplitude instability: < 5% over 1 hour; 8) Polarization: linear > 100:1; and 9) Compatible power supply to run the laser head. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
