Small Business Set-Aside: Total Small Business
Description: (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The solicitation number for the Request For Quotation is Q1765100001(ii)This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-41. (iii)This solicitation is a total small business set-aside, NAICS 519130 Internet Publishing and Broadcasting and Web Search Portals Contractors, with a small business size standard of 500 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service, is seeking a qualified contractor with specialized experience providing media contact database and monitoring services to the communications and media relations personnel in the for-profit, non-profit and government sectors, located at New York Harbor, Manhattan Sites, 26 Wall Street, New York, NY. (v)SCOPE OF SERVICE:1.Media Contact Database: The Media contact database needs to provide an online database of updated and current media contacts with the ability to distribute press releases. The media service will provide for input of press information into a template that may be customized with the National Park Service logo for distribution via the contractor. Distribution lists should be able to be customized to include existing NPS media contacts. At least one concurrent system log-in is required.2.Editorial Calendars: The service must provide the ability to search for current editorial calendar opportunities.3.Media Monitoring: The service will provide the ability to monitor and generate reports of media coverage. These reports will be digital with active links and/or PDF's of both print and online coverage. Monitoring system should provide means to filter and segment media coverage by search criteria and/or manually. 4.Training: The Contractor must provide training to park staff in the system, either live online or via classroom instruction and have an accessible help desk options that are available throughout the service contract. (vi)LOCATION: National Park Service, New York Harbor, Manhattan Sites, 26 Wall Street, New York, NY 10005.(vii)SCHEDULE of SUBMISSIONS: The contractor shall submit an original signed invoice to request payment on at least a monthly basis.(viii)SCHEDULE: Base period of performance (14 June 2010 thru 30 November 2010). Four options are planned thereafter, each of which is to have a one-year period of performance (1 December - 30 November). (ix)DOCUMENTS TO BE INCLUDED IN QUOTE: 1.Detailed specifications including all descriptive and technical literature to be used during this project.2.A firm fixed price quote, using the attached bid schedule.3.Three (3) references of the proposed services within the past three (3) 4.Applicable warranty information 5.Name, phone number, and address of your point of contact. (x)The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A technically acceptable business will meet or exceed the following criteria:a)Have at least three (3) to five (5) years of experience performing similar services as required in this solicitation.(xi)A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(xii)FAR provisions/clauses listed below apply.
