Description
The U.S. Army Contracting Command, Joint Munitions & Lethality Contracting Center Picatinny Arsenal, New Jersey 07806-5000, on behalf of PM IED Defeat/Protect Force intends to issue a Request For Proposal (RFP) for the procurement of one new competitive, five year, Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity, 100% small business set-aside contract for the acquisition of Overwatch Guard Towers (OGT). The applicable NAICS Code is 327390 and FSC code is 5445. In performance of this effort, the contractor will be required to manufacture/acquire, deliver, install and provide initial training of the OGT to Forward Operating Bases (FOBs) in Afghanistan as designated by the US Government (USG). The following brand-name OGT has been identified: DynaSystems DynaTower As the RFP will be issued on a brand name or equal basis, minimum salient characteristics shall be included in the solicitation. Any potential offeror who wants an advance, draft, Statement of Work document as well as a copy of the draft Brand Name or Equal Salient Characteristics, needs to contact the Contract Specialist, as identified below. The USG will not provide any site preparation or heavy machine equipment. The contractor shall perform any and all site preparation and provide the necessary heavy machine equipment. The contractor shall be able to produce, deliver and install the OGT at a rate of up to 10 total systems per month. The first deliveries shall be required to be delivered no later than 60 calendar days after contract award. The Government intends to fulfill this requirement via a five (5)-year Indefinite-Delivery, Indefinite-Quantity (ID/IQ) commercial contract with an estimated maximum contract value of $45,000,000, and guaranteed minimum of 5 modules. It is the Governments intent to award this action on a competitive basis restricted to the small business community, following the procedures contained in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. It is anticipated that this solicitation will be posted on the U.S. Army JM&L, LCMC Procurement Network website located http://procnet.pica.army.mil and http://www.fbo.gov/ on or about 11 JUNE 2010. Please note this notice does not constitute a Request for Proposal (RFP).
