- The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 2, intends to issue a Commercial Request for Quote (RFQ) for Dry Dock Repairs to the USCGC OUACHITA (WLR-65501), a 65' River Buoy Tender and USCGB 13067, a 130' Barge. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1,000 employees. The simplified acquisition will be issued as a Best Value Request for Quote (RFQ), on or about June 7, 2010. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The acquisition is for DRYDOCK repairs to the USCGC Ouachita (WLR 65501), homeport Chattanooga, TN. The performance period will be 50 calendar days with a start date on or about June 26,2010. The place of performance will be at the contractor's facility. The geographical restriction is restricted to the Western Rivers of the US. "Western Rivers" means the navigable portions of the Mississippi River and its tributaries above mile marker 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard aids to navigations (ATON) facilities as described in Light List Vol. V (COMDTINST M 16502.5) and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the "Western Rivers", but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC Ouachita (WLR 65501).
