- PROJECT 564-08-122 STEAM TRAPS EVALUATION AND REPLACEMENT FOR BUILDINGS 1 AND 2 VETERANS HEALTHCARE SYSTEM OF THE OZARKS FAYETTEVILLE, ARKANSAS SCOPE OF WORK - AMENDED 05/26/2010 Project Description VHSO Fayetteville has experienced a significant increase in temperature of condensate return water to the central steam plant as well as a noticeable increase to the volume of steam relieved to atmosphere (released from vent stacks) from existing condensate return units. This loss of steam/condensate results in increased operating expenses and the elevated condensate return temperature negatively impacts the service life of system equipment and components. The objective of this project is to correct/mitigate the problem by locating, testing, and servicing (repair/replace as needed) steam traps located in buildings 1 and 2 of the VHSO Fayetteville, Arkansas campus. The awarded contractor will be required to provide all labor, materials, components, equipment, tools, and supervision to accomplish the scope of work as described herein. All work must comply with applicable VA standards, NFPA codes, ASME and ASTM standards, and VHSO procedures. Refer to the accompanying project specifications for detailed requirements, codes, standards, and procedures applicable to this scope of work. Project Specifications: 01 00 00 General Requirements 01 33 23 Shop Drawings, Product Data, and Samples 23 05 11 Common Work Results for HVAC and Steam Generation 23 22 13 Steam and Condensate Piping and Accessories Description of Work 1.Applicable Buildings (Buildings 1 and 2) and System Description Buildings 1 and 2 comprise the main hospital facility at the VHSO Fayetteville campus. Building 1 is four stories and 159,745 gross square feet. Building 2 is three stories and 35,862 gross square feet. The buildings are connected by a three story corridor totaling 3,719 gross square feet. The existing steam condensate return system is gravity return to distributed atmospheric condensate return units which then pump the condensate back to single atmospheric tank in the basement of building 1. Duplex high temperature pumps (duty/standby, 2 hp, 50 gpm each) then return the condensate to the central steam plant. High pressure steam (65 psi) is delivered to buildings 1 and 2 from the central steam plant. Medium (45 psi), and low (5 psi) steam is piped throughout both buildings for a wide variety of uses including sterilization (autoclaves), domestic hot water (semi-instantaneous steam converters), HVAC heating water (shell and tube heat exchangers), HVAC humidification, food services, and radiant heating. The majority of the known traps are bucket type with the remainder being F&T. 2.Location of Steam Traps (Survey) Conduct a comprehensive survey of the existing steam condensate return system to locate all steam traps within the project limits. VHSO Engineering Service has record of 71 steam traps within the limits of this scope of work (this is based on a similar project from 2007). VHSO Engineering Service predicts that there are a number of steam traps that have not been previously located or recorded. Accessing some known traps and some areas for the survey will require infection control measures to be implemented (refer to accompanying specifications for details). It is anticipated that some work will need to be performed on off hours (see Scheduling under Additional Requirements). 3.Evaluation of Steam Condensate Return System and Testing of Steam Traps Provide personnel with the expertise to evaluate and diagnose problems with the condensate return system beyond a "like for like" trap replacement. In industry terms, the level of evaluation expected is that of a "system audit", however, the term "audit" is not used here to imply any added liability to the awarded contractor. The results of the condensate return system evaluation will be included in the final report (see Item 5 for additional details). Steam traps will be tested to determine if functioning properly. Testing must include both temperature (thermal) based and ultrasonic analysis. 4.Replacement of Steam Traps Steam traps found to not be functioning properly will be replaced (complete trap, re-build with body in place is not acceptable) as part of this project. For the purposes of the bid, include all labor, equipment, and materials necessary to replace a quantity of 35 defective traps in this scope of work. As noted in item 3, it is expected that the awarded contractor will not simply replace traps like for like, but that the service will include evaluation of the type of trap for the corresponding application. Also provide a line item add for the replacement of additional steam traps beyond the 35 included herein (all inclusive price per each). If the evaluation and testing does not require replacement of 35 traps, the balance of the traps are to be turned over to VHSO. 5.Project Documentation Submittals: Provide submittals in accordance with the project specifications. The awarded contractor will not begin work until the submittals have been approved by the COTR (Contracting Officer's Technical Representative). Submittals must include (at a minimum) cut sheets on all equipment, components, and materials to be installed under this scope of work and a proposed schedule for the scope of work. Submittals must also include resumes of the personnel designated to perform the work described herein. Master List: Provide a master list of all steam traps located. This list must record the location, type, size, test result (pass/fail), date tested, date replaced (if applicable), and initials of contractor that performed the work. Maps of Locations: Record the location of each steam trap surveyed on VHSO architectural floor plans. VHSO will provide as-built architectural floor plans in electronic format. It will be the responsibility of the awarded contractor to record the trap locations as the survey is conducted and provide back to VHSO a CAD drawing noting the locations for each trap surveyed. Final Report: Submit a final report detailing findings from the condensate return system evaluation and survey. It is expected that recommendations for improving the operation of VHSO Buildings 1 and 2 steam condensate return system (including, but not limited to, identification of misapplied types of traps, incorrect trap sizing, and identification of any discovered condensate piping issues) will be included. The final report will also include as appendices the Master List of steam traps and the Maps of Locations. 6.Training of Station Personnel and Special Tools Provide 16 hours of "hands on" training for VHSO Engineering Service personnel on the testing of steam traps. The training must cover the testing of each type of trap found in the survey. The training will be provided in a minimum of 4 separate sessions. The awarded contractor will provide VHSO Fayetteville an ultrasonic tester equivalent to UE Systems Ultraprobe 3000 (refer to specification 23 05 11 section 2.4.B for further details). 7.Project Acceptance Project acceptance will be based on meeting the stated objective of reducing vent stack losses and lowering the condensate return temperature. The vent stacks from the applicable buildings at project completion should only show intermittent flash releases of steam to atmosphere. The return condensate temperature should be decreased from the current 205-210F temperature to less than 190F. If the service performed as part of this scope of work does not accomplish these objectives and the awarded contractor believes that the vent stack losses and/or elevated condensate return temperatures are due to causes outside the scope of this project, the awarded contractor must explain/justify this in the final report to the COTR's satisfaction. Additional Requirements/Information 1.Project Limits (Applicable Buildings) This project applies to buildings one and two on the VHSO Fayetteville campus. 2.Project Scheduling and Phasing. Station preference is for the scope of work to be accomplished as soon as possible. The majority of the known steam traps are in areas accessible during normal business hours (primarily mechanical rooms). It is anticipated that a relatively small percentage of the steam traps will be in areas that will require coordination with hospital operations, which could necessitate off hours work (nights and weekends). 3.Pre-Bid Conference and Site Visit A pre-bid conference and site visit will be held for the prospective bidders to attend. It is highly recommended that all prospective bidders attend. 4.VHSO Provided Information, Coordination, and COTR Contact Information VHSO will provide current architectural plans and as-built drawings from previous projects in electronic format. The quantity and detail of existing as-built plans concerning the steam system in buildings 1 and 2 are limited. VHSO will also be provided results from the most recent survey of known steam traps (April 2010). The awarded contractor will be responsible for verifying all existing site conditions prior to and during performance of this scope of work and is advised to use as-built drawings only to aid in the survey/investigation.
