Description
DESCRIPTION: RECOVERY - THIS ACQUISITION IS BEING FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009 (PUBLIC LAW 111-5). The United States Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD), requires contractor to produce, install, and test a 900 MHz Nuclear Magnetic Resonance (NMR) Spectrometer, a 600 MHz Nuclear Magnetic Resonance (NMR) Spectrometer and a 600 Console, described in the specifications. The nuclear magnetic resonance (NMR) systems will be operated in laboratories at NIST, Boulder, CO and NIST, Gaithersburg, MD, for advances in novel measurement methods and models for the determination and analysis of the structure and function of biological macromolecules, including lipids, DNA, RNA, proteins, and macromolecular complexes and assemblies formed by these molecules; advancing methods to determine the physical and chemical factors which determine the specific interactions of macromolecules with cofactors and ligands; studies the relationships between biomolecular structure, dynamics, function, and energetics using computational, biophysical, and biochemical techniques; develops reference databases for these properties; and advances measurement methods for engineering complex biological systems with applications in areas of pharmaceuticals, energy, homeland security, and the environment. NIST AMD intends to conduct the procurement in accordance with Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items in conjunction with the policies and procedures for solicitation, evaluation and award as prescribed in FAR Part 15 - Contracting by Negotiation. The acquisition will be issued unrestricted and all responsible sources may submit a proposal. Availability of Solicitation: The Request for Proposal (RFP) SB1341-10-RP-0072 will be issued via the Federal Business Opportunity (FEDBIZOPPS) at web site www.fbo.gov on or about fifteen (15) days after this notice is posted. Copies of the written solicitation will not be issued. How to Obtain the Solicitation and Amendment(s): Prospective Offeror(s) will be responsible for obtaining the solicitation and related amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be the responsibility of each prospective offeror to monitor www.fbo.gov for any amendment(s), or other information related to the solicitation. The Government will not be maintaining a mailing list; any communications regarding the solicitation may only be submitted by email and should clearly identify the solicitation number, company name and address, as well as point of contact, email address and telephone number. The applicable North American Industrial Classification System (NAICS) code for this acquisition is 334516, with a small business size standard of 500 employees.
