Description
This synopsis/solicitation is being issued as a competitive Service Disabled Veteran Owned Small Business (SDVOSB) contract for project 508-336 design/build to convert third (3rd) floor mechanical room into usable administrative and clinical space. Sufficient competition in the Service Disabled Veteran Owned construction companies was identified, which resulted in this being a 100% set-aside for competitive bids for the project. No other small business set-asides will be considered for this award. The VA Medical Center, Atlanta, Georgia intends to award a firm fixed price design/build contract for project 508-336. The contractor shall provide design build services necessary to furnish all supervision, labor, tools, equipment for demolition, asbestos abatement, and new construction for project 508-336 to covert third (3RD) floor mechanical room to usable administrative space. All work in accordance to the statement of objectives and attachment 1 specification 00 11 21 shall be completed within 180 Calendar days upon receiving the notice to proceed which is expected to be issued not later than July 19, 2010. This is a two-step design/build construction project the statement of objectives is provided below: Overall Objectives: The third floor of the hospital tower at the Atlanta VA Medical Center was originally constructed as a mechanical room but today many of the original utility systems are no longer active. An independent study conducted in 2008 indicated that, with selective demolition, hazardous material abatement, removal of inactive systems and possible resizing or relocation of others, the third floor mechanical room is suitable for conversion to typical office or clinical exam space. A copy of this independent study will be provided upon serious requests of potential contractors that will be submitting technical and cost proposals. The overall objective of this project is to convert as much of the mechanical room into usable clinical, administrative, and storage space as possible within the identified price range; the end goal is approximately 14,000 ft ². The Statement of Objectives will be placed by the Design-Build Architect-Engineer (DB/AE) Contractor Performance Work Statement (CPWS) accepted by the Government and will be incorporated into the contract document as Attachment #1. The NAICS Code for this proposed procurement is 236220 and the annual size standard is $33.5 million. This proposed solicitation is an SDVOSB set-aside. Estimated cost of this potential contract is between $2,000,000.00 and $5,000,000.00. The Government reserves the right to enter into negotiations or limit the competitive range. Bid bonds, performance and payment bonds are required. All interested SDVOSB firms must have bonding capability. Procurement Method: The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. A site visit is scheduled for Thursday, June 3, 2010 at 1:00 pm and all offerors are encouraged to attend. Proposals will be due Friday, June 25, 2010 by 2:00 p.m. Eastern Standard Time. Offers must be submitted to Department of Veterans Affairs Attn: R. Anthony Stephens, 1601 Clairmont Road (508/10N7NLO), Decatur, GA. 30033. No late offers will be accepted. To be considered for award the contractor must be registered and verified in Vetbiz.gov (http://www.vetbiz.gov/), and registered in central contractor registration (CCR) system (http://www.ccr.gov) prior to award of the contract.
