- This is a Pre-solicitation Notice that the Washington Headquarters Services/ Aquisition & Procurement Office plans to issue a Request for Proposal for a firm to conduct studies and analysis on the Life Cycle Forecasting Improvement Study for the Assistant Deputy Under Secretary of Defense for Supply Chain Integration, Assistant Secretary of Defense (Logistics & Materiel Readiness (L&MR)) 201 12th St South, Suite 210B (Crystal Gateway North, CGN) Arlington, VA 22202-4306. The period of performance is anticipated to have a 12-month base year and one 12-month option. This acquisition is anticipated to be unrestricted for full and open competition. The NAICS code is 541614 and the size standard is $7.0 million. Product Service code of R599 applies. This study will work across DLA and all the military services, and has two main components: (1) the evaluation of where in the forecasting life cycle problems have caused inventory excesses or shortages and (2) the evaluation and development of recommended improvements to spare part forecasting at different stages of a weapon system's life cycle. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services neceassary to perform project managment support as defined in the Performance Work Statement.
