Description
Draft Performance Work Statement To facilitate market research, the Department of Education (ED) is requesting capability statements from small businesses to determine if there 2 or more small businesses with the required capabilities to meet our needs for this procurement. These statements shall be no longer than 10 double spaced pages. Contractors should include resumes in the appendix (no more than 5 resumes shall be included, at a maximum of 5 pages per resume, and only resumes for key participants who will work on the resulting contract are to be included); these resumes will not be counted against the 10-page limit for the capability statement. In reviewing the capability statements, ED will be looking for demonstrated expertise in each of the following: Knowledge of Language Instruction Educational Programs (LIEPs), Experience doing reviews of research literature, Experience conducting case studies of district programs, and Experience writing reports and publications for state, district and school staff that serve the purpose of helping such staff develop and implement educational programs or other public programs. For each of the elements above, evidence of the successful application of this expertise into practice must be provided. Capability statements should address both corporate experience and the qualifications and experience of key staff that are relevant to the above criteria. The capability statements shall be evaluated on the basis of the qualification, knowledge, and expertise demonstrated in the areas identified above. The results of this market survey will be used to determine if there is a sufficient number of small businesses with the required capability to warrant setting this procurement aside for small business. Capability Statements shall be submitted electronically to stephen.madsen@ed.gov and to cynthia.duncan@ed.gov not later than 10:00 am EST Monday, June 7, 2010.
