- FOR INFORMATION ONLY-AMERICAN RECOVERY AND REINVESTMENT ACT PROJECT This is not a solicitation. The U.S. Fish and Wildlife Service, Contracting and General Services Office (CGS) in Portland, Oregon has a requirement at the Sweetwater Marsh Unit of the San Diego Bay National Wildlife Refuge (NWR), Chula Vista, CA (San Diego County) for a Resident Engineer to provide support and oversight during construction of the LEED Certified Visitor Contact Station, Administrative Headquarters, and Service Building. Specific work tasks for the Resident Engineer consist of managing construction inspection, assistance, and support including but not limited to the following: Project Orientation, Coordination with U.S. Fish and Wildlife Service (USFWS) Consultants, Project Documentation, Submittals, Quality Assurance/Quality Control, Project Meetings, Project Changes, Payment Applications, Wage Rate Interviews, Inspections, Construction Photography, Requests for Information, Field Problem Resolution, Daily Logs, Project Closeout, and other tasks as assigned. Per FAR 7.503 (12) all inherently governmental functions will be conducted by U.S. Fish and Wildlife Service employees. A competitive solicitation (RFQ) will be issued via GSA Ebuy within 5 days. Our intent is to award one task order from an existing GSA Schedule under SIN 871 7, Construction Management. The start date will be effective upon award.
