Description
The Federal Bureau of Prisons, Privatized Corrections Contracting, Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services. Services must be within the city limits of the Great Falls, Montana and should be accessible to local Public Transportation. Performance periods under this contract will be for a one-year base period to begin on October 1, 2010 with four (4) one-year option renewal periods with service ending (if all options are renewed) on September 30, 2015. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. The Following services are required and may be sub-contracted to another licensed contractor. The requirements for Transitional Drug Abuse Treatment and Mental Health Services for male and female Federal offenders includes: Base Year: Estimated number of Substance Abuse Inmates per Year = 15 Intake Assessments (one per authorized inmate) for 7 inmates = 7 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 15 = 720 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 15 = 1,080 units Family Counseling Sessions (30 minutes = 1 unit) 12 units (per inmate) x 15 = 180 units Estimated number of Mental Health Inmates per Year = 4 Mental Health Intake Assessment and Report (one per inmate) for 4 inmates = 4 units Psychiatric Evaluation & Report = 1 report per authorized inmate x 2 inmates = 2 reports Individual Mental Health Counseling (30 minutes =1 unit) 12 units per inmate for 4 inmates = 48 units Group Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 4 inmates = 96 units Medication Monitoring (6 visits per inmate) for 4 inmates = 24 monitoring visits Option Year One: Estimated number of Substance Abuse Inmates per Year = 16 Intake Assessments (one per authorized inmate) for 3 inmates = 8 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 16 = 768 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 16 = 1,152 units Family Counseling Sessions (30 minutes = 1 unit) 12 units (per inmate) x 16 = 192 units Estimated number of Mental Health Inmates per Year = 4 Mental Health Intake Assessment and Report (one per inmate) for 4 inmates = 4 units Psychiatric Evaluation & Report = 1 report per authorized inmate x 2 inmates = 2 reports Individual Mental Health Counseling (30 minutes =1 unit) 12 units per inmate for 4 inmates = 48 units Group Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 4 inmates = 96 units Medication Monitoring (6 visits per inmate) for 4 inmates = 24 monitoring visits Option Year Two: Estimated number of Substance Abuse Inmates per Year = 17 Intake Assessments (one per authorized inmate) for 8 inmates = 8 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 17 = 816 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 17 = 1,224 units Family Counseling Sessions (30 minutes = 1 unit) 12 units (per inmate) x 17 = 204 units Estimated number of Mental Health Inmates per Year = 5 Mental Health Intake Assessment and Report (one per inmate) for 5 inmates = 5 units Psychiatric Evaluation & Report = 1 report per authorized inmate x 3 inmates = 3 reports Individual Mental Health Counseling (30 minutes =1 unit) 12 units per inmate for 5 inmates = 60 units Group Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 5 inmates = 120 units Medication Monitoring (6 visits per inmate) for 5 inmates = 30 monitoring visits Option Year Three: Estimated number of Substance Abuse Inmates per Year = 18 Intake Assessments (one per authorized inmate) for 8 inmates = 8 assessments Individual Counseling Sessions (30 minutes = 1 unit) 48 units (per inmate) x 18 = 864 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 18 = 1,296 units Family Counseling Sessions (30 minutes = 1 unit) 12 units (per inmate) x 18 = 216 units Estimated number of Mental Health Inmates per Year = 5 Mental Health Intake Assessment and Report (one per inmate) for 5 inmates = 5 units Psychiatric Evaluation & Report = 1 report per authorized inmate x 3 inmates = 3 reports Individual Mental Health Counseling (30 minutes =1 unit) 12 units per inmate for 5 inmates = 60 units Group Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 5 inmates = 120 units Medication Monitoring (6 visits per inmate) for 5 inmates = 30 monitoring visits Option Year Four: Estimated number of Substance Abuse Inmates per Year =19 Intake Assessments (one per inmate) for 9 inmates = 9 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 19 = 912 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 19 = 1,368 units Family Counseling Sessions (30 minutes = 1 unit) 12 units (per inmate) x 19 = 228 units Estimated number of Mental Health Inmates per Year = 5 Mental Health Intake Assessment and Report (one per inmate) for 5 inmates = 5 units Psychiatric Evaluation & Report = 1 report per authorized inmate x 3 inmates = 3 reports Individual Mental Health Counseling (30 minutes =1 unit) 12 units per inmate for 5 inmates = 60 units Group Mental Health Counseling (30 minutes =1 unit) 24 units per inmate for 5 inmates = 120 units Medication Monitoring (6 visits per inmate) for 5 inmates = 30 monitoring units The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) most recent Statement of Work dated April 2010. The request for quotation will be available on or after June 10, 2010 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about July 08, 2010. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
