- NASA/GSFC/Wallops Flight Facility (WFF) plans to extend Contract NAS5-98020, a CostPlus Incentive/Award Fee, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for aperiod of 2 1/2 months beginning July 1, 2010 and ending September 15, 2010, plus anaddition of 4 one month options which may further extend the period of peformance throughJanuary 15, 2011, if necessary. During this 6 1/2 month noncompetitive extension,NASA/GSFC/WFF intends to award a new contract based on a competitive basis. The RFP forthis competitive acquisition was released on September 15, 2009. The scope of work ofthe existing contract requires the Contractor to implement all of the sounding rocketmissions for the NASA Sounding Rocket Program (NSRP). This includes the formulation,design, fabrication, testing, and launch of approximately 20 to 30 suborbital rocketsannually. The contract also supports the electrical fabrication, mechanical fabrication,and environmental testing requirements of the Wallops Flight Facility as a whole. TheNSRP supports solar, geospace, and heliophysics missions that involve launch activitiesduring this time period from White Sands Missile Range (WSMR), New Mexico; WallopsIsland, Virginia; and Andoya, Norway. NASA/GSFC/WFF intends to procure the services on anoncompetitive basis from Northrop Grumman in accordance with 10 U.S.C 2304(c)(1), asimplemented by FAR 6.302-1, Only one or a limited number of responsible sources and noother supplies or services will satisfy agency requirements. Northrop Grumman has thecombined training, experience, and expertise to provide uninterrupted continuation ofmission critical support that has the ability to establish a viable management supportstructure that will effectively transition the in-progress operations for the SoundingRockets Program's FY2010 and 2011 mission manifest without causing unacceptable missiondisruption and programmatic risk. Interested organizations may submit their capabilitiesand qualifications to perform the effort in writing to the identified point of contact nolater than 4:30 pm local time on May 27, 2010.Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice solely within the discretion of the government.Oral communications are notacceptable in response to this notice.An Ombudsman has been appointed.
