Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage will serve as an alternative if the FBO website is unavailable..Request for Information: This Request for Information (RFI) is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). The Government does not intend to pay for any information furnished pursuant to this RFI. NAVSURFWARCENDIV Crane requests MARKET SURVEY information relative to a High Energy Density Systems (HEDS) Roadmap, which includes future technologies research and development (R&D), demonstrations, production plans, and readiness level timelines for airborne, sea, and land-based military applications in the following energy/power based areas: Lithium Based Batteries, Other Electrochemical Batteries, Capacitive Storage, Fuel Cells, Advanced Energy Conversion/Power Systems, Packaging/Systemization, Energy Systems Management/Control, Advanced Applications Technology, and Safety/Risk. Respond to this RFI by submitting one or more white papers as described below and by indicating your willingness to participate in a one-week workshop. The objective of the project is to produce a strategic roadmap with key technological elements that will communicate the technology options for high energy density systems over a future timeframe. The roadmap will be a tool for planning highly effective, safe, affordable high energy density systems (HEDS) for Navy systems. Scope - HEDS used in U.S. Navy systems above the size of personnel-carried systems and below primary propulsion for ships. Items under consideration in the roadmapping process:Competitive PositionPervasive CompetenciesSystemic ChallengesTechnology, Applications/Capability TimelinesAllied (companion, enabling) Technology TimelinesNew knowledge/tradecraft requirementsRisk (including Safety/Heat)Total Ownership Cost High LevelDependenciesDriversKey Enablers/ImpactsTechnology GapsScience & Technology BrickwallsCritical Success Factors/DependenciesCritical Success Factor FuturesInsights Information will be technically evaluated by NAVSURFWARCENDIV Crane, other Navy, DoD, and Government organizations, and some academic and industry participants for the purposes of market research and the development of a HEDS Roadmap. A HEDS Roadmap workshop is scheduled for 12-16 July 2010 at NAVSURFWARCENDIV Crane and in Bloomington, IN. Respondees to this announcement are asked to indicate their interest in participating in the HEDS Roadmap workshop. Some respondees from academia and industry may be invited to participate as working group members for this workshop. The HEDS Roadmap workshop will be highly technical in nature; marketing and sales pitches will not be allowed. Participants ideally will be chief engineers/scientists or other similar senior personnel with an orientation toward the energy and power sources expected to be achieved in the next 30 years. SAMPLE "WHITE PAPER" RESPONSE OUTLINE Interested parties shall submit via email an initial synopsis. (commonly referred to as a "white paper") Offerors should submit all correspondence (white papers, bio, comments) electronically to the NAVSURFWARCENDIV technical point of contact below NLT 2:00 PM EDT 06/18/2010. Please insert "N00164-10-S-NB15 - HEDS" on all correspondence. Submit a white paper of one page or less in length that briefly discusses one energy/power technology capability that will be a significant difference maker to the Warfighter at any point between the years 2010 and 2040. For example, if you were to bet on a particular capability that could be in production during that timeframe that provided a highly significant return on investment, what would that capability be and why? Also suggest potential applications that could incorporate this technology capability. Respondees are encouraged to submit papers both on conventional capabilities as well as advanced and exotic capabilities. Respondees may submit separate papers on as many such capabilities as they wish. Such capabilities do not have to be within the current or planned product line of their employer. Any technology readiness level may be considered that could result in at least small-scale manufacturing of that product by the year 2040. Respondees who wish to be considered for an invitation to participate in the workshop must submit a biography via email. Invitees will be notified of workshop details. Attendance at the HEDS Roadmap workshop is limited to U.S. citizens employed by the U.S. Government, U.S. academic institutions, and U.S. industry. Note that the responses to this RFI may be viewed by academic/industry representatives within the working groups. Therefore, do not submit any proprietary or confidential business sensitive information. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Any costs incurred by invited attendees or their employers relating to workshop participation will NOT be reimbursed. Any information submitted to the Government under this RFI will not be returned.
