Full Text of Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. All requests for clarification must be submitted via e-mail to the Contracting Officer, Brent Goe, at goe.brent@dol.gov not later than 1:00 PM EDT on June 4, 2010. No telephonic requests will be entertained. All responses to requests for clarification will be posted by way of an amendment to this combined synopsis/solicitation to FEDBIZOPPS. The U.S. Department of Labor, Employment & Training Administration (DOL/ETA), Division of Contract Services is soliciting offers for original research papers of interest to the public workforce investment system as part of the 2010 ETA Research Papers Program. DOL intends to award 8-12 contracts. The total combined value of all contracts is estimated at $70,000-90,000. The research attained through the 2010 Research Papers Program will provide innovative ideas to those on the front-line of service delivery in the public workforce investment system within the DOL/ETA. The period of performance for the resultant contracts will be one year. The NAICS Code for this requirement is 541720 and the size standard is $7,000,000. This procurement is a total small business set-aside. Students, particularly those from Historically Black Colleges and Universities, Hispanic-Serving Colleges and Universities, and Native American/Tribal Colleges and Universities, are encouraged to submit offers.
