Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. RMS00100004 is issued as a Request for Quote (RFQ) and will be procured under FAR Part 12, Acquisition of Commercial Items. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-38. The associated North American Industrial Classification System (NAICS) code for this procurement is 238210 with a small business size standard of $14.0 Million. This acquisition is a total small business set-aside. The Bureau of Indian Affairs, Cherokee Agency, Cherokee, North Carolina is soliciting quotes to perform structured cable relocation/installation. The contractor will provide all material, labor, tools, insurance, permits and supervision to install a Category 6 unshielded twisted pair (UTP) network cabling plant, including the removal of the existing cable infrastructure where identified by the BIA representative. NOTE: For a copy of the Scope of Work, please e-mail susan.sutton@bia.gov no later than 5 June 2010. There will be a mandatory site visit at 1:00 PM local time, 16 June 2010, at the Cherokee Agency. Pertinent drawings will be distributed to potential offerors at the site visit. Qualified contractors must be registered in CCR and are requested to provide the following as part of their proposal: 1. All quotes submitted must include a detailed list of all materials and material pricing. Per unit pricing shall be provided for Cat 6 patch cables and Local Area Network Switches. Pricing shall be included for quantities, lengths and colors as specified in the Statement of Work. 2. Evidence of contractor's experience working on similar projects of this size and scope. a. Vendors must have been in business and in the business of installing telecommunications/networking computer systems, continuously under the same company name for a period of at least three (3) years prior to the date of submission of proposal. b. Vendor must have successfully performed at least five (5) projects of similar scope that have been functional for at least one year prior to the proposal closing date. Proof of performance shall be in the form of reference sheets which shall include a brief description of the project, starting and ending dates, the beginning and ending contract price, the project foreman or superintendent's name, and the name, address and telephone number of a customer project contact. c. The vendor must have well documented in-house quality, safety and training programs. 3. Vendors must provide a timeline/schedule with the proposal. Contract award may be based in part upon the successful vendor's ability to deliver the system in a timely manner, no more than forty five (45) working days after award. 4. In addition to the above, an original signed and dated quote, accompanied with contractor's DUNs number, and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items, mailed to the Bureau of Indian Affairs, Eastern Region Office, Division of Acquisition, Attention: Susan Sutton, 545 Marriot DR, STE 700, Nashville TN 37214 or by email to susan.sutton@bia.gov by close of business, Central Daylight Time, June 25th, 2010. FAR 52.222-41, Service Contract Act of 1965 applies to this acquisition, Wage Determination No. 2005-2389, Rev. 10, dated 8/7/2009, unless contractor can certify exemption under FAR 52.222-52.
