Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is NTSB-R-10-0015. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. This requirement is a total small business set-aside. The associated NAICS code is 423830 Industrial Machinery and Equipment Merchant Wholesalers and the small business size standard is 100 employees. Background The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. Description of Requirement The NTSB has a requirement for the purchase of: Contract Line Item Number (CLIN) 1: One refurbished self propelled lift truck. The equipment shall be provided in accordance with Attachment 1, the Statement of Work (SOW), which is attached hereto and incorporated herein. • Delivery of the equipment is due no later than 90 business days after award. • FOB Destination Place of Delivery National Transportation Safety Board - Loading Dock 925 Frontage Rd, SW Washington D.C. 20024 Basis for Award Quotes will only be considered from offerors located locally in the Baltimore-Washington Metropolitan Area. In order for quotes to be evaluated, vendors must submit the specifications for the proposed refurbished self propelled lift truck with their quote. Award will be made to the lowest priced, technically acceptable offer. In order to be technically acceptable, the offer must provide documentation that demonstrates that the proposed equipment meets all of the requirements in this RFQ. Technically acceptable quotes will be ranked in descending order from lowest price to highest price. The equipment of the lowest priced, technically acceptable quote, will be inspected at the vendor's location (within the Baltimore-Washington Metropolitan Area) by NTSB staff to evaluate the condition, functionality and suitability of the equipment as described in this RFQ. If the NTSB laboratory staff determines the condition, functionality and suitability of this equipment to be acceptable then award will be made to this vendor. Otherwise, the NTSB staff will evaluate the condition, functionality and suitability of the equipment of next lowest priced, technically acceptable offer until an award is made. The successful offeror must be registered in the Central Contractor Registry (CCR) prior to award. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB. Clauses and Provisions The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
