- The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, firm-fixed price contract under commercial item acquisition procedures with Cell Metric Limited, under RFQ E010376. This notice will be distributed solely through the General Services Administration Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The FBI intends to purchase Modus Measurement Trans-Modulators MTM3 Test Sets. The equipment will be used for testing purposes. Extensive market research was conducted to determine that Cell Metric's MTM3 is the only, all in one test set, currently based on the European DVB-T terrestrial broadcast standard, which is necessary for the FBI's requirement. Based on this information the FBI intends to procure the MTM3 test sets from Cell Metric. This notice of intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 2:00PM, EST, Monday, June 7, 2010, via email to the attention of Lauren G. Caperton, Contracting Officer, at Lauren.Caperton@IC.FBI.GOV. Information received will be used solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Parts 12 and 13.5. The awardee must be registered in the Central Contractor Registration Database and the Online Representations and Certifications. In addition, interested parties must also be registered and have completed the On-Line Representations and Certifications Application (ORCA).
