Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.MARKET SURVEY - SOURCES SOUGHT SYNOPSISThe Government is issuing this sources-sought announcement as part of a market survey. Naval Surface Warfare Center, Crane Division is interested in receiving white papers which offer technically mature manufacturing processes, qualified personnel and facilities, and approved quality assurance processes for the manufacture of a Plasma Panel Display, P/N: 20010005 and Plasma Panel 512 x 512, P/N: 20010145. All interested sources are encouraged to submit company and product literature, references and any other pertinent information for the Government's consideration. The following topics are areas of current interest: (a)The Plasma Panel is a unique military display that is used in a ruggedized U.S. Navy console operating in harsh environmental conditions. Plasma Panel Display drawing part number 20010005 defines the physical, electrical, and operational characteristics.(b)Plasma Panel 512 x 512 drawing part number 20010145 provides the dimensional measurements and detail information for the display.(c)The Navy intends to develop a new source of manufacture for the display from these drawings. All interested vendors shall request the drawings from the contract specialist, Mr. Roger Brett.(d)If a solicitation is released for proposals, the vendor will be required to provide a first article sample for acceptance testing and form, fit, and function operation in the Navy console. Vendors may provide information on all of the above areas. Desired discussion areas include elements of cost, schedule, performance, and required GFI. Initial submissions are required COB, 7/16/2010. NSWC Crane is considering hosting a "Technology Day" to provide interested vendors an opportunity to ask questions and provide industry input, prior to the date for final submissions. If that does in fact take place, additional details concerning the time and place will be provided and posted to the same websites as this announcement. Interested organizations should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and or tax ID number, as well as size category (large, small, small disadvantaged, etc) a brief summary of the company's capabilities, description of facilities, personnel, and related manufacturing experience. Also provide any supporting information such as commercial literature, catalogues, manuals, etc. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
