- RFQ Information Sheet Brand Name Justification This notice is a combined synopsis/solicitation. It is for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) and the reference number is HTC711-10-Q-D025. The solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular (FAC) 2005-41, dated 13 May 2010. The North American Industry Classification System code is 511210 with a business size standard of $25M. The AT21 Program Management Office (PMO) has a requirement for Supply Chain Guru for the Enterprise Integration Lab (EIL). The software provides supply chain modeling, network optimization, and simulation for the EIL. This software will help the team determine the steps and capabilites necessary for completion of the optimization expectations. The software provides technology that can help an organization meet any number of constraints, such as money, time, order quality, etc. The simulation capability is a powerful tool that allows users to evaluate the full impact of changes across all performance measures. Request for Quote (RFQ): Quotes will be evaluated using the lowest price technically acceptable (LPTA) evaluation method. Please complete the attached RFQ Information Sheet. The following FAR and DFARS provisions and clauses apply to this acquisition: FAR 52.204-7(b)(1), by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation; FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation of Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; DFARS 252-204-7004, Alternate A Central Contractor Registration; 252-212-7001, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions or Commercial Items (DEVIATION). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3, Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Copies of the above referenced clauses are available from http://farsite.hill.af.mil/vffara.htm. All quotes must be received not later than 4:00 PM (CDT), 3 June 2010, and shall be e-mailed to Jen Detmer at United States Transportation Command, Directorate of Acquisition at jennifer.detmer@ustranscom.mil.
