Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE Service Disabled Veterans Owned Small Business (SDVOSB) Procedures. The Veterans Health Administration located in Altoona, PA intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for construction. The project consist of the contractor providing all plant, labor, materials, equipment, appliances, permits, transportation and supervision necessary for the construction services required under Project Number 503-09-102, Green Environmental Management (GEMS) Wash Bay, at the VA Medical Center, Altoona, PA 16602 in accordance with the solicitation documents, specifications and drawings. The new structure will accommodate approximately 1600 gsf of space, consisting of the following a wash bay for vehicles up to the size of a bus (40'-0" long x 8'-6" wide x 11'-0" high), a small utility room, and a closet. The new structure will be of bearing wall construction with a standard spread footings. The façade will be faced with brick masonry to match existing hospital and adjacent buildings and also include a hard floor mezzanine. The new structure will be a one story facility with a shingle roof. Tasks associated with this project include but are not limited to; demolition and removal of existing structures. This project includes various disciplines of work to include but not limited to: General, Civil, Electrical, Plumbing, HVAC, Environmental Controls, Construction Waste Management, General Construction, Alterations, Paving, Walks, Finish Grading and Seeding, Drainage, Mechanical and Electrical work, Utility Systems, and other various operations to provide a complete and usable project. Performance period is 240 calendar days from receipt of the Notice to Proceed. The solicitation will be available approximately fifteen (15) calendar days from the date of publication of this announcement. The solicitation, specifications, drawings and attachments will be available at http://www.fedbizopps.gov. Amendments to the solicitation will also be posted on this website. Furthermore, all respondents must be registered in CCR data base, see http://www.ccr.gov and complete online Representations and Certifications at http://orca.bpn.gov along with Vets 100 at http://vets.dol.gov/vets100/. Bidders must be registered in vetbiz at http://www.vetbiz.gov/. All parties must obtain amendments to the solicitation through the web site. Hard copies will not be mailed. Interested parties must go to the http://www.fedbizopps.gov web site to be entered on the Bidders Mailing List and to obtain copies of the Bidders Mailing List. The contract will be awarded in accordance with the procedures specified in the solicitation. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 238220, with a small business size standard of $33.5 million annual receipts for the past three (3) years. The cost range is between $250,000.00 and $500,000.00. The solicitation package, amendments, and site visit minutes will be issued by way of the FedBizOpps website only. All questions regarding this solicitation must be submitted in writing by email to danny.sanders@va.gov, all questions pertaining to this solicitation must be received in writing no later than 2:00 P.M. on July 07, 2010 no telephone request will be honored. All responses to questions will be posted to the web site. A firm fixed price contract will be awarded as a result of this solicitation based on availability of funds. It is the responsibility of the contractor to frequently check the web site for all notices, amendments, etc, regarding this solicitation. The government will not be responsible for any notifications not sent or received by contractors regarding this solicitation. Solicitation Issue Date will be on or about June 18, 2010. A pre-bid conferences/site visit will be conducted for this solicitation on Jul 08, 2010, at 10:00 A.M. It is requested that participating contractors meet in Building 2, Room 100 not earlier than ten minutes prior to the scheduled start time, located at the VA Medical Center, 2907 Pleasant Valley Blvd, Altoona, PA 16602. Proposal must be received and acknowledged by a member of the Contracting Department, located in building two (2) no later than 10:00 A.M., on July 20, 2010.
