Description
The Federal Highway Administration (FHWA) has a new requirement for a contract to develop an Informational Report that describes roadway design treatments that result in driver self-selection of appropriate operational speeds on curve and tangent sections of rural and suburban roadways that are not access-controlled. Treatments for intersection on these kinds of roadway have been covered in other studies and are not included in this contract. The emphasis of the Informational Report should be on retrofit and resurfacing/rehabilitation operations, however other situations should also be considered. These include basic roadway design as well as spot improvements at locations with high crash rates and/or a history of citizen complaints. The Informational Report shall also document the cost-effectiveness and aesthetics of treatments, as well as the impact on other roadway users such as pedestrians and bicyclists. This study will be conducted in two phases: The first phase will include a review of domestic and foreign literature on design features associated with safer operating speeds, identification of current practices related to designing roads for safer operating speeds, identification of agencies with access to crash data that can be used to develop speed-related crash factors, and the development of an outline of a Marketing, Communications and Outreach Plan. The second phase will involve analyzing treatments that have been installed and for which data are available, collating information on treatments that have previously been shown to be effective, and conducting limited field evaluations of selected, promising but unproven treatments. These efforts will be used to develop an Informational Report on road design and retrofit to achieve safer operating speeds for use by State and local agencies. A Marketing, Communications and Outreach Plan will also be developed to assist in promoting the material developed during this project. This requirement is set aside for small business pursuant to NAICS code 541990 with a size standard of $7.0 million. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the FedBizOpps posting system at http://www.Fedbizopps.gov under the Vendors option followed by selection of the Department of Transportation (DOT) center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. The Department of Transportation, Short-Term Lending Program offers working capital financing in the form of revolving lines of credit to finance accounts receivable arising from transportation related contracts.
