Description
The Naval Research Laboratory (NRL) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 U.S.C. 2304(c)(1), only one responsible source. NRL will negotiate with Engenium Technologies Corp., 9030 Red Branch Rd., Suite 120, Columbia, MD 21045, to provide a Distributed Sensing RF-Tag System consisting of 25 Radio Modules (RF Tags), one base station, and engineering services estimated to require 1.5 to 2 man months for some modifications and tailoring of the software to suit our needs. The items described shall be delivered by June 30, 2010. The parts to be purchased are subsystems to a larger developed sensing system and are custom in nature with regards to mechanical, electrical and software interfaces. Engenium Technologies, Inc. is the only firm that has the design information and unique architecture through proprietary technology to interface with the sensing system. The current mating circuit boards, which are microcontroller based and contain government custom software, is directly compatible with the proprietary design of the RF tags. Market research revealed no other company that is compatible with these boards and there is no other device of similar size and power consumption that can operate the NRL custom system. The ETC components are the only ones that are compatible with size of the boards, the connectors and pinouts developed, and the software protocols employed. It is anticipated that a Cost, Plus Fixed Fee (CPFF) contract will be made as a result of this solicitation. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. All responsible sources believing to be capable of completing the requirements stated are welcome to submit capability statements.
