- Description
- (1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are hereby being requested and a separate written Request for Quotations will not be issued. (2) The National Park Service contemplates award of a firm-fixed-price contract, as a result of this combined synopsis/solicitation, to the quoter whose quotation provides the best value to the Government. (3) The proposed contract is 100% set aside for small business concerns. All responsible small businesses may submit a quotation which shall be considered by the National Park Service (NPS). (4) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. (5) Solicitation #:Q6370100401. This solicitation is issued as a Request for Quotation. (6) NAICS code: 321113; Small business size standard: 500 employees. (7) This requirement consists of furnishing, preparing, delivering, unloading, stacking, and covering structural bridge stringers and deck planking for use in a 5-panel Pratt Pony Truss bridge constructed in 1920 with an operating load of six tons. Furnish untreated structural grade stringers and decking in the following dimensions and quantities:0001Stringer2 " x 12" x 16'Qty - 44 each 0002Deck Planks3" x 6" x16'Qty - 123 each0003Deck Planks2" x 12" x 16'Qty - 67 eachMaterial shall consist of untreated structural grade Northern Red Oak. Deck planks are to be surfaced on four sides. The material shall not contain any bark, splits, rot, insect infestation marks, or knots over two inches in diameter and no closer together than two feet. Contractor shall clear the ground under and in the vicinity of all stored material stacks of weeds, rubbish, or other objectionable material. Place the bottom layer of material at least 8 inches above the ground level. Provide sufficient support to prevent sagging. Open stack untreated material to shed water. Stack material in layers on spacers (stickers) that extend across the full width of the stack to allow for free air circulation. Align all stickers vertically and space them at regular intervals. Close-stack treated material to shed water.Protect material from the weather. If covered, use sheet material such as water-resistant paper or opaque polyethylene film. Do not cover with impervious membranes such as polyethylene film during dry weather. Slit individual wrappings full length or puncture on the lower side to permit drainage of water.Do not use boxed-heart pieces in stringers. Boxed-heart pieces are defined as timber so sawed that, at any point in the length of a sawed piece, the pith lies entirely inside the four faces. 8) Provisions and clauses noted below may be accessed at www.acquisition.gov. (9) Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. In addition to the requirements noted in 52.212-1; quotes shall contain the following: a) price proposal for contract lines noted in paragraph 7 above; b) completion of provision 52.212-3 as noted by paragraph 12 below; c) acknowledgement of any solicitation amendments. (10) Quoters shall e-mail their quotations to Beverly Haake at Beverly_haake@nps.gov or fax to (314) 655-1660. Quote shall be submitted to ensure timely arrival by 2:00 pm local time, June 16, 2010 to Missouri MABO, 11 North 4th Street, St. Louis, MO 63102. The anticipated award date is on or about June 30, 2010. (11) Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of this provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of quotations. (12) Quoters shall complete and return with their quotation a copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (13) The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses, as cited in clause 52.212-5 are incorporated into this solicitation and subsequent contract: 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.225-1, 52.225-13, 52.232-33 Please note: Per FAR part 52.204-07, the awarded vendor must be registered at www.ccr.gov. (14) For information regarding this solicitation contact: Beverly Haake, Beverly_haake@nps.gov, (314) 655-1661 (15) Delivery Schedule & Contract Period: The contractor shall deliver all contract line items within 30 days after receipt of order. (16) Description of the requirement and place of delivery & acceptance: A) DESCRIPTION The work consists of furnishing, preparing, delivering, unloading, stacking, and covering structural bridge stringers and deck planking for use in a 5-panel Pratt Pony Truss bridge with an operating load of 6 tons. B) LOCATION: Contractor shall contact NPS 24 hours in advance prior to shipment. Materials will be delivered to the bridge site via a rough gravel road at Wilson's Creek National Battlefield, 6424 West Farm Road 182, Republic, MO 65738. C) PARK REQUIREMENTS- The contractor shall determine and adhere to roadway use regulations for all roads between the manufacturer's plant and the delivery site. Any load permits or requirements that may be necessary will be the responsibility of the awarded vendor. D) SUBMITTALS: None required. E) MEASUREMENT AND PAYMENT: The National Park Service (NPS) Project Manager will inspect all timbers and reject questionable timbers upon delivery. Payment shall be for the actual items accepted at the firm fixed price established for items listed in section 7 above. Payment shall be made via Electronic Funds Transfer to the vendor's bank of record, as indicated in the vendor's current Central Contractor Registration. A single payment, upon contract completion, is anticipated for this contract.
