- to be used for all sources sought responses This is a SOURCES SOUGHT notice. The U.S. Army Corps of Engineers (USACE), Detroit District, is seeking potential firms that have the capability to execute a service contract to screen and transport, by truck, fine grained dredged material approximately 80 miles in the greater Duluth, MN area. The contract shall include, but not be limited to the screening and loading of fine grained dredged material at Erie Pier (CDF) in Duluth, MN and transport of fine grained dredged material to property in Keewatin, MN. The process of screening material at Erie Pier shall result in the removal of any and all manmade debris over 1 cubic foot in size. Debris removed through screening shall be disposed of in an approved landfill by the material transport contractor. The material to be transported contains small amounts of the invasive plant species, Purple Loosestrife and the material transporter must obtain a Prohibited Invasive Species Permit from the Minnesota Department of Natural Resources prior to material being transported. The material transporter shall comply with all requirements of the Invasive Species Transport Permit during material transport, which are likely to include, but not be limited to covering the material during material transport and cleaning of the beds and tires of trucks used to haul the material and equipment used to load the material prior to leaving the project site. All material shall be loaded and covered inside the Erie Pier containment dikes. Timing of contract activities in the Erie Pier CDF must be coordinated with the USACE Duluth Area Office. The base contract will include site prep and the transport of 30,000 cy of material. The following options for the movement of an additional 40,000 cy will be advertised as follows: option 1 - 20,000 cy, option 2 - 20,000 cy. Due to weather affecting the ground stability in the Erie Pier CDF, the work covered by this contract will be performed between 15 October 2010 and March 2011. The estimated award date of the contract is 30 July 2010. The North American Industrial Classification System (NAICS) code is 484220, which has a size standard of $25,500,000 in average annual receipts. This project requires knowledge of material handling and transport. This is NOT a request for proposal. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: a brief overview of the firm's capabilities and experience projects similar in scope and cost magnitude to this project; and any socio-economic classification(s) (e.g., large business, small business, small disadvantaged business, etc.) as they relate to NAICS code 484220. Firms must submit a letter from their bonding company stating their bonding capacity for individual projects along with their letter of interest. Qualified companies are encouraged to respond.
