Description
TITLE: NNA06BC19C, ELORET Corporation NASA/ARC has a requirement to extend the performance period of the Aeronautics andExploration Mission Modeling and Simulation (AEMMS) service contract for an additionalsix months. This extension will provide on-going mission critical support pendingcompletion of the procurement process and award of the follow-on contract. A modificationreflecting this extension will be issued on or before June 30, 2010, which is theexpiration date of the current contract. NASA/ARC intends to extend the period of performance of contract NNA06BC19C which wasawarded to ELORET Corporation on May 19, 2005. This award was the result of full and opencompetition, after exclusion of sources, to a small business. The current contractconsists of a five year performance period, commencing from July 1, 2005 through June 30,2010. NASA is using the authority under FAR 52.217-8, Option to Extend Services (NOV 1999), forthe six-month extension consisting of a two-month base and four one-month option periods.The extension will result in a contract performance period of five years and six months,if all options are exercised by the Government. The AEMMS contract includes mission-critical analytical and experimental support forvarious NASA programs including CEV Aerosciences and Thermal Protection System Insightand Oversight, CLV Risk Analysis, and, under the ARMD Hypersonics Project, and TSTOconcept design in partnership with the U.S. Air Force. The AEMMS contract supplies NASAAmes with engineering and science services, including vehicle modeling and analysis, andanalytical software tool development. Personnel skill sets include staff engineers,research and development scientists, computational fluid dynamics experts, and it supportstaff. Because ELORET possesses unique expertise in meeting the requirements of NASA AmesResearch Center, no alternate source could adequately provide this support during thisbrief extension period. The purpose of this contract action is to bridge the performance period between the endof the current contract and the anticipated award of the follow-on contract. Marketresearch has been performed and the procurement process for the follow-on contract hascommenced under NNA09274979R-NCV. The follow-on contract has been solicited on acompetitive small business set-aside basis. The Government requires continued performance of the services specified in the contract. Award to another source at the same time the follow-on competition is in process wouldresult in substantial duplication of costs and unacceptable delays in fulfilling theGovernments requirements. This notice of intent is not a request for competitive proposals. A determination by theGovernment not to compete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Notwithstanding this stated intent, interested parties may submit their capabilities andqualifications to perform the effort IN WRITING to the identified point of contact notlater than 4:30 p.m. local time on June 10, 2010. Such communication ofcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. Oral communicationsare not acceptable in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12.Responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
