Description
TO PROCURE a camera upgrade to the SA3 cameras that are part of a Trilion Digital Image Correlation package already owned and operated by Air Force Research Lab/RBS. The camera upgrade requirement includes the Photron SA5 High speed camera pair, which includes two 32 gigabyte internal memory, high frame rate, cameras and the associated cables for operation. The upgraded high speed camera system allows for displacement measurement in 3-dimensions without contacting the test specimen. This is a Sole Source procurement synopsis published for informational purposes only. Solicitation documents are not available. This proposed contract action is for procurement of an item for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The proposed source is Trilion Quality Systems, LLC, 500 Davis Drive, Suite 200, Plymouth Meeting, PA 19462. The notice of intent is not a request for competitive quotations; however, all quotations received within three (3) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 'An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selections process.'
