Description
The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support the United States Marine Corps (USMC) Program Management Training Systems (PM TRASYS) with research and innovative solutions in order to provide C130 aircraft cargo deck training aid for MCB training environments. This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a invitation/request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Marine Corps Training Systems is conducting this sources sought market survey to determine capability, estimated price and availability from potential sources capable of fulfilling the requirements. This effort is conducted by PM TRASYS Contracting Office, Orlando, Florida and is seeking responses from all size business concerns capable of delivering an objective solution. The USMC has an immediate requirement to enhance and upgrade the existing MOPAS training area at Camp Johnson, North Carolina consisting of various components and specialized equipment that is required to support combat operation and by providing a realistic training site to conduct USMC mobility operation training. This site supports both operating force pre-deployment training needs, as well as, formal school training needs designed to prepare Marines for various logistician/embark roles in the operating forces. The current antiquated training equipment and unimproved environment fails to provide current, realistic or safe practical applications of critical tasks. PERIOD AND PLACE OF PERFORMANCE: Delivery to Camp JohnsonDODAAC M935053UPO MR ROBERT BRYANTSUPPLY OFFICERM121 WILSON ROADCAMP JOHNSONCAMP LEJEUNE, NC 28542 GENERAL REQUIREMENTS: C130 aircraft cargo deck training aid will include the cargo deck (flooring), C130 doors (upper and lower) and cargo rollers. The cargo deck will be at appropriate height to replicate a real C130. The objective for C130 training platform will be cargo deck, electric (non-hydraulic) operating cargo doors (upper and lower) and rollers that can realistically train Marines. This requirement is to provide a low-cost solution and design for an outdoor C-130 cargo loading and tie-down training device for mobility operation training. Attached are photographs of a C-130 a cargo loading operation. The intent is to duplicate the load platform, tie-downs, rollers, ramps, aircraft loading dimensions (length, height, and width) of the load space at the training location (Camp Johnson, NC) without the expense of utilizing an actual aircraft. Responses to this RFI shall not exceed fifty (50) pages, including cover letter, discussion and contact information. Subject response should contain: (1) Capability statement sufficient to demonstrate performance expertise directly related to the General Requirements stated above. Additionally provide the following: Name of Company, CAGE code, company, business size/classification, street address and program, technical and business points of contact information including email; (2) Specific customers and descriptions of the referenced services provided within the last 5 years; (3) Link to the respondent's appropriate GSA Schedule or current/recent contract vehicle, or attached file of same (contract documents will not be counted toward your total page limitation); and (4) a recommendation of an acquisition strategy to design the training device to include delivery. Responses are due by June 5, 2010, 1500 EST. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation document exists at this time.
