- REQUEST FOR INFORMATIONThe USMC Program Manager for Training Systems (PM TRASYS) is issuing this request for information (RFI) in support of the Logistics Operations School (LOS), Mobility Operations Practical Application Site (MOPAS). PM TRASYS is seeking information on how an interested contractor could locate and provide a Railcar (Center Chain Flat Bed) to MOPAS. THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Data submitted in response to this RFI will not be returned. Information is being requested in order to make potential future requirements better for industry and the Government. The MOPAS is a training area consisting of various components and specialized equipment that is required to support combat operations by providing a realistic practical application training site to conduct mobility operation training. This site supports both operating force pre-deployment training needs, as well as, formal school training needs designed to prepare Marines for various logistician/embark roles in the operating forces. With this in mind, Logistics Operations School (LOS) is tasked to provide initial and sustained training for logistical mobility, landing support and embarkation occupational specialties as directed by NAVMC 3500.27_, LOG T&R Manual. The MOPAS is required to meet requisite entry, intermediate and advanced MOS Training & Readiness (T&R) events assigned to the formal schools as specified in NAVMC 3500.27_, LOG T&R Manual. The current antiquated training equipment and unimproved environment fails to provide current, realistic or safe practical applications of critical tasks. Specific deficiencies include: flatcar railcar (center-chain), blocking, bracings and tie-down materials, The contractor shall provide the necessary labor, support equipment, materials, transportation, supervision and accessories to successfully procure and deliver the Rail (Flat Car) training aid to the MOPAS training area. PERIOD AND PLACE OF PERFORMANCE: The objective is for the contractor to complete the procurement and delivery within the period of performance of 90 days after receipt of award. The place of delivery is Camp Johnson, NC. MOPAS training area. The Logistics Operations School desires to improve the student throughput and accuracy of its operations. The deliverable will focus on the following core requirements.REQUIRED DELIVERABLES (Minimum): Flat Car 40000, 41000, or 42000 DODX Series, 48-89 foot length, 85-120 Ton. Used for wheeled, light track vehicles & containers. Spanners, Chain tie-down with lift up container pedestals.NOTE: Railcar can be with or without wheel components or automatic couplers. PERFORMANCE OBJECTIVES: To have the ability to supports both operating force pre-deployment training needs, as well as, formal school training needs designed to prepare Marines for various logistician/embark roles in the operating forces. Responses to this RFI should not exceed fifty (50) pages and must contain the following information: : (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated inclusive of the following: Name of Company, CAGE code, company, business size/classification, street address and program, technical and business points of contact information including email; (2) Specific customers and descriptions of the referenced services provided within the last 3-5 years; (3) Link to the respondent's appropriate GSA Schedule or current/recent contract vehicle, or attached file of same (contract documents will not be counted toward your total page limitation).Responses are due by June 9, 2010, 1500 EST.
