Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to solicit and negotiate on a sole source basis with The Electric Company c/o Sesame Workshop by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is a sole source requirement for Finding the Right Word, a multimedia initiative directed toward school-aged children of military families facing the challenging implications of a parents deployment with the purpose of promoting resiliency skills through literacy learning and communication. Finding the Right Word will leverage and extend the Sesame Workshops innovative and award-winning literacy initiative, The Electric Company (TEC), through three aligned innovative project components that will enable children to improve their communication skills and build resilience to cope with challenging circumstances and transitions. These components are: Broadband: Family Connections Website Enhancement; Outreach Materials; and, iPhone Application. The vendor shall be responsible for the development and distribution of digital media (web-based resources on the Family Connections site, and iPhone application) and print outreach materials (500,000 magazines), as well as distribution of 5,000 TEC outreach kits with supplemental information for educators and facilitators. The Government intends to negotiate a firm fixed price contract. The NAICS code for this procurement is 512110 with a corresponding size standard of $29.5. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to laurel.carey@amedd.army.mil. The Government will consider responses received by 2:00 PM EST, June 17, 2010. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored.
