- The United States Army Contracting Command, Joint Munitions and LethalityContracting Center, Joint Armaments Contracting Center, Picatinny Arsenal, NJ 07806-5000, intends to award a Sole Source requirement for The Preparation of Black Si by treating ion-implanted Si samples with PLM, and the measurement of the optical properties of the material so created. The period of performance will be one year from date of award. The Contract type shall be a Firm Fixed Price purchase order. This requirement is in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(B), Unacceptable delays in fulfilling the agencys requirements. (1) Validate setup, technique, and data fitting/interpretation strategy for non-contact measurements of carrier concentration and carrier lifetime using untreated SOI and p-type silicon. Perform tests on these standard materials using several optical pumps. (2) Measure relative change in carrier concentration induced by laser illumination for 1e16/cm2 S in p-type Si using several optical pumps. (3) Perform the same measurement as in 4.2 for 1e16/cm2 S in SOI melted to preserve a single-crystal seed layer and melted all the way through the device layer. (4)Perform a small selection of additional measurements as in 4.2 (e.g., different S doses, different pump wavelengths, different background doping levels) inspired by past results and parallel developments. (5) Construct an experimental setup to measure the optical absorption spectra of samples being illuminated by a pump laser. (6) Perform pulsed laser melting on Ti implanted Si provided by Benet labs. Where appropriate, characterizing using experimental setups built for other tasks. (7) Purchase 5 SOI wafers from SOITEC. (8) Provide laser melting and intellectual support for Benet labs effort to produce a silicon-chalcogen blocked impurity band detector. (9) Calibrate new Nd:YAG laser and characterize appropriate selection samples produced using it. (10) Travel to project participant meetings when scheduled by the ARDEC Project Officer.
