Description
This Request for Information (RFI) is issued for informational purposes only and neither constitutes a solicitation nor a commitment by the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the Federal Acquisition Regulation. Although proposal and offeror are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. DESCRIPTION: Aeronautical Systems Centers 667 Aeronautical Systems Squadron is soliciting information to identify possible sources that can provide a non-scarring (no drilling)/non-dedicated mounting solution for the antennas required to transmit Digital TV and analog FM radio broadcast from an EC-130J aircraft (Antennas will be GFE). a) The initial design for this system will be available within 15 days of contract award with delivery of the system for testing due within 120 days from contract award b) This system will be installable/removable from the aircraft in less than 90 minutes c) All components once installed on the EC-130J aircraft must be capable of being stowed outboard of the enhanced cargo handling rails to accommodate free movement and jettisoning of cargo systems while on the ground or in flight d) The antenna for the digital TV transmission will have approximate dimensions of 39L x 19W with a weight of ~30lbs e) The antenna for the analog FM transmission will have approximate dimensions of 72L with a weight of ~20lbs f) These antennas will not be wing mounted g) This system will operate at altitudes at or above 20,000 feet with a pressurized aircraft h) This system will operate at an indicated ground speed of between 160 - 180 knots i) This system will be EMI/EMC compliant with MIL STD 461F, environmental compliant with MIL STD 810F and human factors compliant with MIL STD 1472 j) The government has particular interest in production ready systems (i.e. systems at a Technical Readiness Level (TRL) 7-9). Systems not meeting TRL level 7 should include current schedule to achieve this TRL. k) Responses shall be submitted on CD-ROM in an electronic format that is compatible with Microsoft Windows/Office with no macros. Two (2) copies of the CD submittals shall be submitted. If the CD contains proprietary/competition sensitive material, the CD and cover label should be marked Proprietary/Competition Sensitive Information. Two (2) paper copies should be submitted. Paper copies must be clearly labeled Proprietary/Competition Sensitive Information on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. E-mail copies of the paper submittal will also be accepted. l) Responses must be received no later than 1200 EST, 18 Jun 2010. Submittals may include facility information, production capability, and past Government experience.
