- The Architect of the Capitol (AOC) anticipates issuing a Request for Proposal (RFP) Solicitation for Indefinite Delivery Indefinite Quantity (IDIQ) Computer Aided Facilities Management System (CAFM) support services at the AOC in Washington, DC. The AOC is responsible to the United States Congress for the maintenance, operations, development, and preservation of the United States Capitol Complex, which includes the U.S. Capitol Building, the congressional office buildings, the Library of Congress (LOC) buildings, the U.S. Supreme Court building, the U.S. Botanic Garden, the U.S. Capitol Power Plant, and other facilities. The agency currently employs more than 2000 personnel. The AOC is currently using TMA systems for the facility management software. The application went "live" in May 2006 and is currently being used in all jurisdictions of the AOC. Some jurisdictions have CAFM coordinators that oversee the day to day usage of TMA in their shops. These coordinators also review data flow process in their jurisdictions. Work will be issued on individual task orders. Work will include, but is not limited to, the following tasks: Develop CAFM reports to support jurisdictional needs or requests; Assist with modifying and developing webpage content via CommonSpot with the understanding that ITD is responsible for web page design; Setup and support existing handheld devices; Develop Pocket PC applications for use in the jurisdictions; All developed applications must be documented and any existing maintenance and support requirements must be identified; Perform a physical survey to verify space layouts, room designations and occupancy; Provide updated Microstation drawings reflecting architectural and organizational changes; Collect data (including room numbers) for all equipment/asset types that are listed in TMA which shall be provided for each task order where required; Prepare equipment/asset data for upload into TMA; Review current TMA data and organize equipment data in a Parent-Child relationship when applicable; Develop implementation plans for new TMA modules; Provide end user training based on jurisdictional business processes; Provide/develop GIS maps/floor plans using TMA data; Create, Review and Close work orders. One contract will be awarded from this solicitation on an unrestricted basis using full and open competition. The contract period will include a base year and four option years. Option periods may be exercised at the discretion of the Contracting Officer when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. The estimated workload for each period is $5,000,000. The cumulative amount of all task orders awarded under the base period and all option periods will not exceed $25,000,000. Unused funds from the previous period may be utilized in the following option period(s). This RFP will be issued in electronic format only and will be available on or about 21 June 2010 on Federal Business Opportunities (www.fbo.gov).
