- The Internal Revenue Service intends to solicit and award a contract for SOAtest Software Maintenance to only one source, Parasoft Corporation, 101 E Huntington Drive, Floor 2, Monrovia, CA, 91016 in accordance with FAR 6.302, which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The IRS has a continuing need for Parasoft SOAtest Software in support of Modernized e-File (MeF) O & M. This software is used to support testing of the modernized e-File System and allows for problem resolution for the automated functional and performance testing of the web services associated with the MeF system. This notice of intent is not a request for competitive proposals. This announcement constitutes the only solicitation; quotes are being requested and a written RFQ will not be issued. Contractors interested in this requirement should submit clear and convincing evidence that they can meet the Government’s requirement. The IRS anticipates a sole source award to Parasoft Corporation. The IRS is purchasing the following support: (1) Renew 1 Year Maintenance SOAtest Pro Edition-Windows – Part # SOAM-PRO-WN-U for Qty 21 user licenses; (2) Renew 1 Year Maintenance SOAtest Enterprise Edition-Windows Node Lock – Part # SOAM-ENT-WN-NL; (3) Renew 1 Year Maintenance SOAtest 300 Virtual Users – Part # SOAM-VUS-300; (4) Renew 1 Year Maintenance SOAtest 100 Virtual Users – Part # SOAM-VUS-100. Period of Performance: August 1, 2010 - July 31, 2011 Parasoft Corporation is the sole manufacturer and single source supplier for the SOAtest system testing software product family. This is the only software on the market which provides 100% of the functionality and compatibility necessary to do the required testing of the Modernized e-File application. Parasoft Corporation has attested to the proprietary nature of the software. This software is already owned and installed in the Modernized e-File application. To the Service’s knowledge, there is no other software that can meet the Service’s needs for this application. The following functional performance criteria (36 CFR 1194.31) apply to this contract. _X_(a) At least one mode of operation and information retrieval that does not require user vision shall be provided, or support for assistive technology used by people who are blind or visually impaired shall be provided. _X_(b) At least one mode of operation and information retrieval that does not require visual acuity greater than 20/70 shall be provided in audio and enlarged print output working together or independently, or support for assistive technology used by people who are visually impaired shall be provided. _X_(c) At least one mode of operation and information retrieval that does not require user hearing shall be provided, or support for assistive technology used by people who are deaf or hard of hearing shall be provided. _X_ (d) Where audio information is important for the use of a product, at least one mode of operation and information retrieval shall be provided in an enhanced auditory fashion, or support for assistive hearing devices shall be provided. _X_(e) At least one mode of operation and information retrieval that does not require user speech shall be provided, or support for assistive technology used by people with disabilities shall be provided. _X_ (f) At least one mode of operation and information retrieval that does not require fine motor control or simultaneous actions and that is operable with limited reach and strength shall be provided.
