- The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA intends to enter into negotiations on a full and open competition basis for a Laser Calorimetry of Nanocomposite Optical Ceramics to measure the infrared absorption of nanocomposite materials at 2.9, 3.4, and 4.8 microns using laser calorimetry. Additionally measure reference specimens of sapphire and spinel. For each material the Government will provide three 10-mm-diameter disks with different thicknesses of 1mm, 2mm, and 3mm. One edge will be flattened for attachment of a thermocouple. Heat capacity of the new materials will be provided by the Government to enable the calculation of the absorption coefficient. To compete for this contract, the proposal must document recent experience (within the last 5 years) of conducting laser calorimetry and must provide satisfactory evidence for the reliability of past measurements. Evidence for reliability could include, but is not limited to (1) measurement of standards with known absorption coefficient or (2) independent measurement of the same samples in more than one laboratory with similar results from both labs. The period of performance will be 12 months from date of award. The solicitation will be posted on the Navy Electronic Commerce Online Website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://vsearch2.eps.gov/servlet/searchserv;et on or about 6/10/2010. The solicitation will close on or about 7/8/2010. The Department of Defense requires all contractors to register in the Central Contractor registration (CCR) database to receive a contract award or payment. The CCR website is http:/www.ccr/.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online 'Representations and Certifications Application (ORCA) at: http://orca.bpn.gov in conjunction with required registration in the CCR database. All responsible sources may submit a proposal that will be considered by the agency. Responses must include information requested in the written Request for Quotation (RFQ). Evaluation for the award will consider, technical capability, past performance/experience, price and other factors.
