Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation for this work and this solicitation is a request for a proposal. The US Fish and Wildlife Service, Region 5 has a requirement for cutting and removing limbs, saplings and other debris along four separate routes at the Patuxent Research Refuge Visitor Center, Prince George County, located at 10901 Scarlett Tanager Loop, Laurel, MD 20708. This is a small business set-aside. The NAICS code for this work is 561730 with a small business size standard of $7 million dollars, annually. The following commercial clauses will be incorporated into the contract for this work and are in effect through Federal Acquisition Circular (FAC) 2005-32: 52.212-3 Offeror-Representations and Certifications-Commercial Items. 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and conditions Required to Implement Statutes or Executive Orders-Commercial Items. Clauses are available for download or review @https://www.acquisition.gov/far/index.html Your quote must be in writing and include your name, address, telephone and fax number, point of contact name, and should reference the solicitation number 50181AQ039 and subject listed above. Interested parties are required to meet the following requirement to be considered for award. The award will be made to a small business, who is CCR (central contractor registration- www.ccr.gov ) registered. Any vendor receiving an award will be required to be set up for EFT (electronic funds transfer). Quotes are due by June 19, 2010 at 4:00 pm local time. Statement of Work LOCATION: National Wildlife Visitor Center-10901 Scarlet Tanager Loop, Laurel, MD 1.Cut down marked trees along four separate routes on the NWVC-grounds. Clear all fallen debris from road edge to approx. 6 feet off the road on both sides of the roads. 2.All trees are marked with painted X symbol (where space allows) and a number. Each route will have its own trees marked for each individual route. The four routes that require work are the following: Visitor Center Entrance Road, Visitor Center Exit Road, Tram Route, and the Tram Building Road. 3.All trees to be cut down to the ground are identified in the table below. 4.All trees to be cut down with 2 to 4 feet of stump remaining are identified in the table below. 5.All fallen trees, limbs, saplings, and other debris will be removed from the sides of the roads from the road's edge on both sides to 6 feet off the road/ditch line where applicable. 6.The cut down trees and the debris removal will entail chipping were applicable and/or dragging 5 to 10 feet into the forested areas. No cut trees/limbs are to be left along the road sides. No saplings, branches, or other debris from the tree cutting will be left on or along the sides of the road sides. 7.SITE VISIT INFORMATIONA site visit and examination of project is required. Visitor Center Hours of access for this purpose would be 8:00A.M.-4:30 P.M.-Monday through Friday. Specific dates and times must be coordinated with the point of contact listed below. The National Wildlife Visitor Center is located on the Patuxent Research Refuge. The Visitor Center is located at 10901 Scarlet Tanager Loop, Laurel, MD 20708. The entrance is off of Powder Mill Road, between the Baltimore/Washington parkway and MD Rt. 197 south of Laurel, MD. 8.POINT OF CONTACT (POC):The Service's point of contact for the Contractor for this project to ensure communication and guidance is readily available will be: Tarik Adams, Asst.
