Description
The Naval Air Warfare Center - Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a limited competition basis with Tactical Support Equipment, Fayetteville, NC, HTI Special Operations Equipment, Virginia Beach, VA, Trillium Research, Tampa, FL, or Tricom Research, Irvine, CA for a maximum quantity of the following items: 190 each RAMP-25 or TCR-MBA-25 multi-band amplifiers. Both items have the salient characteristics to fulfill this requirement and must meet the following certifications and testing by the time of contract award: 1. Electromagnetic Interface Military Standard (EMI/MIL-STD-461E) 2. MIL-STD-188-181B 3. MIL-STD-188-183A 4. Joint Interoperability Test Command (JITC) 5. Hazards of Electromagnetic Radiation to Ordinance (HERO) 6. Hazards of Electromagnetic Radiation to Fuel (HERF) 7. Hazards of Electromagnetic Radiation to Personnel (HERP) 8. Safety Confirmation and Risk Due to the urgency of this procurement, the units shall be delivered by 15 September 2010. This requirement shall support the United States Special Operations Command (USSOCOM) Family of Special Operations Vehicles (FOSOV) and Mine Resistant Ambush Protected (MRAP) programs. The government intends to procure the above items under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the government.
