Description
The U.S. Department of Transportation, Maritime Administration (MARAD) through RFP DTMA1R10017 is seeking one or more firms to perform the Ships Service functions described herein directly support core activities of the Midshipman Program. The Ships Service functions described herein directly support core activities of the Midshipman Program. Some additional activities are described which support broader midshipman support missions, as well as which provide valuable services to the uniformed personnel and other employees of the Academy. To include retail activities as described in Section 3 for convenience of the government, at no cost to the government. These shall include barber and beauty shop operations; tailoring, cleaning and pressing services; and, uniform shop operations. These latter services are virtually identical to the core activities being provided to midshipmen, but would be provided by the contractor on a retail basis, for their expense and profit. The United States Merchant Marine Academy located in Kings Point, New York is one of the Nation's five federal academies, and is operated by the Maritime Administration, a modal administration within the U.S. Department of Transportation. It is a unique institution that has served our national interests since its dedication in 1943. Today, the Academy's mission is "to educate and graduate Merchant Marine officers and leaders of honor and integrity who serve the maritime industry and Armed Forces and contribute to the economic, defense and homeland security interests of the United States." This mission is as vital as ever in supporting our Nation's security and prosperity. The U.S. Merchant Marine Academy's educational excellence, service to the Nation, and leadership in the maritime and intermodal transportation industry are unparalleled. The U.S. Merchant Marine Academy's academic curriculum combines the rigorous requirements of a four year Bachelor of Science degree with intensive hands-on learning in the maritime and intermodal transportation industry. The Regiment of Midshipmen includes 950 men and women who complete four years of course work in three years through an extended academic calendar. They also complete a full "sea year" of training aboard commercial and military vessels. The Academy is the only federal academy that sends its students into conflict during wartime. The Academy's four-year program centers on a regimental system that instills its students - called midshipmen (a term used for both men and women) with the traits of leadership, discipline and dedication required for a career that typically may include service at sea, maritime employment ashore, and serving as a commissioned officer in a reserve component of the U.S. Armed Forces. A firm-fixed price contract for these services is anticipated. The Government intends to award one or more contract as a result of the solicitation. It is anticipated that the Solicitation will be issued by July 2010. When responding to this announcement, potention offerors should provide their company name, Point of Contact, contact information. The attached Statement of work is provided for informational purpose potential offerors are free to comment on the statement of work. Offerors will be allowed to propose a performance work statement if they feel such will be in the best interest of the Governemnt and the United States Merchant Marine Academy. All qualification packages must be received no later than June 18, 2010 at 12:00 p.m. Washington, DC local time.
