- The Federal Emergency Management Agency (FEMA) Administrator has stated his commitment to prepare for the whole community and has directed a phase out of all the cots in our current inventory. FEMA is looking to the industry for a cot that will accommodate an even greater portion of society. The Robert T. Stafford Act Sec. 308.(a) Nondiscrimination in Disaster Assistance requires that supplies and other relief and assistance activities shall be accomplished in an equitable and impartial manner, without discrimination on grounds of disability, age. General population shelters provide shelter to our citizens and will start meeting the needs of a more inclusive community. Americans with Disabilities Act (ADA), Fair Housing Act and others require that equal services and programs be provided to people with disabilities in the same manner as provided to people without disabilities. Cots must be wider, heavier and more comfortable, and those in wheelchairs can more easily, and safely, transfer on and off of them. FEMA is seeking a universal design that can be provided to people with functional support needs, as well as other shelter residents. The design should accommodate the following design specifications: Cot Specifications: •• Weight capacity (350 lbs minimum) •• Height (18" - 19" w/out mattress) •• Width (27" minimum 36" maximum) •• Length (76" minimum 80" maximum) •• Ability to sanitize (frame & mattress materials) •• Rounded corners and edges (no hazardous edges) •• Fitted connections (slots and inserts) •• Stability (tip-over protection, built to accommodate wheelchair transfer without cot falling over with person transferring) •• Removable hand rails (for ease in raising up and leaning back) •• Adjustable head of cot (for support when sitting up) •• Mattress (2" thickness covered with material that can be easily disinfected) This event is being held to further discuss the background of the changes to cots design, specification concerns and design desire which may affect future cots procurement strategies. In addition, FEMA would like to receive input from industry as it relates to the ability to comply with the Buy American Act and fact finding regarding possible procurement strategy. FEMA is convening an industry conference on June 14, 2010 in support of the above outlined initiative. See James.woods@fema.gov for information on this request.
