- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to INUKTIN USA, L.L.C, 23083 HWY 190 E, Robert, LA 70455-1915. This procurement is being conducted under Simplified Acquisition Procedures (SAP)- only one responsible source and no other supplies or services will satisfy agency requirements. INUKTIN is the only known source capable of meeting the Government's requirements due to the unique capability to provide support and service fore the INUKTIN electrical components for tunnel detection equipment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 CST on June 14, 2010. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition bases, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. The ERDC Tunnel Detection Team is responding to urgent and compelling requests for assistance from the United States Customs and Border Protection Case to detect, accurately map, and explore sub-surface caverns along the United States Southwest border with Mexico. Tools required by the Government in support of the above reference include a capability for unmanned remote initial inspection of confined underground spaces to avoid placing an observer in harms way. The equipment in the enclosed quote meets our specifications and INUKTUN is the only vendor with the capability to meet the specifications. Specifications: -Clutched Minitrac traction units, same as standard items but customized with a length of 20 in. -Spare custom 20 in. Minitrac deep lug belts. -Custom parallel chassis with wiring harness. -Custom spring loaded tether block on vehicle chassis. -Spectrum 90 aluminum, NTSC camera head, with custom raise/lower mechanism. -701 LED Tri-Light assembly manufactured from aluminum. -Custom 4-function manipulator, mounted on parallel chassis, mini-manipulator style gripper -Removable locating sonde, installed on vehicle. -Mini Crystal Camera mounted on manipulator arm; switched with main video. -Custom electronics remote control package on vehicle: SP90 raise mechanism, 4-function manipulator, power/communications for mapping hardware. -Versatrax 150 00-ft tether cable -Versatrax power supply and controller in a Pelican case, customized for extra system functions. -Single channel DVR, with CR Card and USB capability. -12 in. LCD monitor mounted in controller lid. -Packaging for shipping. May include Pelican cases if available for the final sizes of the equipment and/or custom wooden crates -INL electronics, plus housing, connectors, and power supply.
